Tengo mis dudas de que el ciudadano norteamericano realmente entienda lo que est pasando en Venezuela, antes y despus del 14 de abril. Tengo mis dudas de haber podido explicarle correctamente al Senador Chris Coons y de que l haya captado la gravedad de la situacin cuando nos reunimos en su oficina el lunes siguiente a las elecciones. En realidad cuando l mencion el tema perd mi entereza y en una flaqueza que viene de lejos estuve a punto de soltar el llanto, el panorama pinta terrible le dije y trat de explicarle lo difcil que es enfrentarse a la maquinaria de un estado que controla todos los poderes, fuerzas armadas y gran parte de los medios de comunicacin. Tengo muchas dudas, sobre todo cuando yo mismo dudo al ver el panorama poltico que es cada vez ms desconcertante. Quizs usted que lee estas lneas se enter que el pasado 14 de abril los venezolanos acudieron las urnas para elegir un nuevo presidente despus de la muerte de Hugo Chvez. Fue la campaa electoral ms corta de la historia pero en la que se vio el mayor abuso del poder del estado sobre una oposicin arrinconada. Es desmesurado el uso de los medios de comunicacin, los cuales en la actualidad pertenecen al gobierno en un 85% y son manejados adems con criterio encadenado, fenmeno anormal en cualquier parte del mundo. Tengo mis dudas de que los que no son venezolanos comprendan lo que es una cadena por parte del gobierno, pero podemos reducirlo a esto: si la oposicin habla, el gobierno acude a una cadena nacional obligatoria para todos los medios de comunicacin pblicos y privados que puede durar horas, e incluso en la ltima semana, han tenido lugar tres en un solo da. Los resultados anunciados por el rbitro electoral dieron una ventaja de solo 1% al candidato del chavismo pero, entre otras cosas, no se contaron nuestros votos en el exterior (porque no iban a hacer ninguna diferencia) y esta victoria levant de inmediato suspicacias y la oposicin pidi que se hiciera una auditora que finalmente ha sido aceptada con condiciones: nada va a cambiar, por eso tengo mis dudas. Esta situacin tensa de duda sobre los resultados ya ha cobrado 9 muertos y 170 presos, incontables despidos en las empresas nacionales, amedrentamiento de la poblacin a punta de armas de fuego en manos de motorizados enmascarados. Por supuesto el gobierno asegura que la violencia la gener la gente que perdi las elecciones porque son rencorosos y burgueses desconectados de la realidad, mientras que todos hemos visto a un lder de la oposicin haciendo un llamado a la paz y la prudencia que a muchos ha desconcertado. Por eso tengo mis dudas de si una oposicin pacfica va a lograr cambiar un juego que est trancado. Tengo mis dudas de que el mundo entero est viendo lo mismo que estn viviendo los venezolanos que no comulgan con el proyecto del chavismo, tengo mis dudas de que si no hay sangre, los medios ya no tengan mayor inters en el tema y que este momento se diluya como se evapora el roco de la maana cuando calienta el sol. Tengo mis dudas de que los que se han tomado por asalto el poder en Venezuela, han prohibido la palabra a los miembros de la asamblea que no comparten sus ideas, han cometido un fraude grotesco y descarado e insinan que todo ha sido un proyecto fascista de la derecha, vayan algn da a decir la verdad. De lo que no me queda duda es de que esta generacin de venezolanos no debe quedarse de brazos cruzados sino ejercer la fuerza de la protesta pacfica, que lleva por mltiples caminos a una victoria verdadera, y desarrollar nuevas estrategias que le abran el camino de sueos y libertad a todos nuestros hijos. Tiene usted sus dudas? I have my doubts that American citizens really understand what is happening in Venezuela, before and after April 14. Perhaps you who are reading these lines learned that last April 14 Venezuelans attended the polls to elect a new president after the death of Hugo Chvez. It was the shortest campaign in history, but where the greatest abuse of state power on a cornered opposition was observed. The use of the media is excessive, which is now 85% owned by the government and managed with a national television broadcast criteria, abnormal phenomenon anywhere in the world. I have my doubts that the non-Venezuelans understand what a national television broadcast by the government is, but we can reduce it to this: if the opposition talks, the government mandates a national television broadcast for all public and private media that can last for hours, and even in the last week, there have been three in only one day. The results announced by the electoral authority gave a lead of just 1% to the Chavista candidate but, among other things, our votes from abroad were not counted (because they would not make any difference) so this victory immediately raised suspicions and the opposition called for an audit which has been finally accepted with conditions: nothing will change, so I have my doubts. This tense situation based on uncertainties over the results has already gained 9 dead and 170 prisoners, countless layoffs in government agencies, and intimidation of the population at the hands of armed masked bikers (motorizados). Of course the government says the violence has been generated by the people who lost the election because they are spiteful and bourgeois disconnected from reality, as weve all seen an opposition leader calling for peace and caution, which have puzzled many. So I have my doubts whether a peaceful opposition will manage to change a situation which has no way out. I have my doubts that the world is seeing what Venezuelans who do not agree with the project of Chvez are living, I have my doubts that if there is no blood, the media will no longer have interest in the subject and that this moment in time will dilute as dew evaporates in the morning as the sun shines. I have my doubts that those who have taken power by assault in Venezuela, have banned the right of speech of members of congress who do not share their ideas, have committed a grotesque and shameless fraud and imply that everything has been a fascist project of the right wing, will ever tell the truth. What I have no doubt about is that this generation of Venezuelans should not sit back but should exercise the power of peaceful protest that leads by multiple pathways to a real victory, and develop new strategies that will pave the way for dreams and freedom to all our children. And you, do you have any doubts?

El DHC espera con inters trabajar con nuestros Senadores y Representantes locales para proporcionar el apoyo necesario durante el debate de este proyecto de ley en el Congreso. El DHC considerar muy de cerca las cuatro reas clave del proyecto de ley, la seguridad fronteriza, la legalizacin (programa de inmigracin provisional) y la inmigracin legal, la ejecucin interna y la reforma de programas de visa de no-inmigrante, y har comentarios con el fin de llegar a una solucin que sea justa, aplicable y realista. El senador Ted Cruz, R-Texas, apunt a uno de los principales elementos del proyecto de ley: proporcionar un camino a la ciudadana para los aproximadamente 11 millones de indocumentados en el pas. El nuevo senador dijo que los legisladores deben limitar su mbito a los dos principales puntos de acuerdo: asegurar la frontera y mejorar el proceso de inmigracin legal. Creo que la mayora de los estadounidenses dira que sta es una solucin prctica, dijo Graham. Y la mayora de los estadounidenses, como yo, no quieren hacer frente a estos 20 aos a partir de ahora. Y mi objetivo es poner fin a este debate y hacerlo bien.

Actualidad en Inmigracin
Desde que 8 senadores develaron un nuevo plan de inmigracin que podra abrir la puerta a la nacionalizacin de millones de inmigrantes, el 16 de abril, han pasado varias cosas, las ms significativas en el senado, donde se ha dado inicio a los debates sobre esta propuesta, y las no menos singulares, reuniones que han tenido las organizaciones locales que trabajan por los derechos de los inmigrantes.
Por supuesto que la tragedia de Boston fue trada a colacin en los debates y a juzgar por las intervenciones, se intent usar para dificultar el clima poltico para sacarla adelante. El que los presuntos culpables sean dos hermanos de origen checheno contribuye a la actitud de los republicanos, y slo es de esperarse que retorne la mesura y la buena voluntad para continuar con las discusin y aprobacin, si Dios quiere, de la propuesta de reforma en los meses por venir. En qu consiste la propuesta de los 8? Los puntos ms importantes son: 1- Permitir a los inmigrantes indocumentados que han vivido en los Estados Unidos continuamente desde antes del 31 de diciembre de 2011 solicitar la Condicin Certificada de Inmigrante Provisional (Registered Provisional Immigrant Status) si pagan impuestos atrasados y $ 500 en multas, y si no han sido condenados por un delito grave o 3 o ms delitos menores o votado ilegalmente. Las personas con esta condicin pueden trabajar para cualquier empleador y viajar fuera del pas, pero no son elegibles para recibir beneficios pblicos federales. 2- Despus de 10 aos de Condicin Certificada de Inmigrante Provisional, las personas tendrn derecho supeditado a las medidas de seguridad fronterizas y a que no existan peticiones acumuladas de inmigrantes legales - a obtener una tarjeta de residencia basada en mritos si han trabajado en los Estados Unidos, demostrado conocimiento del idioma ingls y pagado una multa adicional de $ 1000. 3- Permitir a los solicitantes elegibles del Dream Act y a ciertos trabajadores agrcolas solicitar la tarjeta de residencia dentro de cinco aos. 4- Asignar $ 3000 millones para el aumento de la vigilancia y la fuerza de trabajo a lo largo de la frontera sur del pas, y $ 1.5 mil millones adicionales para el muro fronterizo. 5- Eliminar las visas familiares para los hermanos de ciudadanos de Estados Unidos, as como el programa de Visas de Diversidad al tiempo que se eliminan los lmites a los visados para determinadas categoras de visas basadas en empleo. 6- Utilizar un sistema de puntos para una nueva visa en base a mrito, de los cuales 120.000 inicialmente se otorgaran por ao, con un lmite mximo de 250.000 al ao. Los puntos se otorgan en base a criterios como educacin, empleo y tiempo de residencia en los EE.UU. 7- Exigir un sistema mejorado de E-Verify para evitar que los trabajadores no-elegibles tomen los empleos de los estadounidenses. Esta poltica se aplicar a los empleadores con ms de 5.000 empleados paulatinamente en un plazo de dos aos, y a los empleadores con ms de 500 empleados gradualmente en un plazo de tres aos. El comit judicial del senado es la primera instancia donde se estudia la propuesta de ley, ya se han llevado a cabo tres audiencias y este comit debe aprobar la propuesta de ley de manera de que pueda avanzar. El senador de EE.UU. Chris Coons (D-Del.), miembro del Comit Judicial, particip en una mesa redonda sobre ideas para reformar nuestro sistema de inmigracin. La reunin fue organizada por el Comit Directivo Demcrata del Senado y cont con 22 lderes involucrados con la fe, la agricultura, el trabajo, y los derechos civiles, entre ellos Ana Velsquez, director de prevencin y promocin del el Centro Comunitario Latinoamericano en Wilmington. Doy las gracias a Ana Velsquez por estar con nosotros en la reunin de hoy compartiendo sus puntos de vista sobre las cuestiones relativas a la comunidad inmigrante de Delaware. El Senador Chris Coons agreg, espero trabajar con mis colegas en el Comit Judicial y en el Senado en un camino responsable, bipartidista y equilibrado hacia adelante. La oportunidad es nica y el momento es urgente. Es mi esperanza que el Congreso acte este ao y ponga en prctica las largamente esperadas reformas del sistema de inmigracin que nuestra nacin necesita para dar la bienvenida adecuadamente a la prxima generacin de nuevos americanos. El Presidente del Comit del Senado de Seguridad Nacional y Asuntos Gubernamentales Tom Carper (D-Del.) emiti la siguiente declaracin: Yo soy un firme creyente de que si algo vale la pena tener, vale la pena pagar por ello, y vale la pena que Estados Unidos invierta ms en la modernizacin de nuestro sistema de inmigracin y en la mejora de nuestros esfuerzos de proteccin a lo largo de nuestras fronteras y puertos de entrada al pas. Estoy dispuesto a trabajar con mis colegas en el Congreso, la Administracin y otras partes interesadas para ayudar a que esta importante iniciativa de reforma migratoria avance. La Comisin Hispana de Delaware hizo pblico un comunicado comentando la propuesta de los ocho senadores, La Comisin Hispana Delaware (DHC por sus siglas en ingls) est complacida por la introduccin de la nueva legislacin y anima a nuestra respectiva delegacin en Washington a trabajar en un enfoque bipartidista, extender la mano a los representantes del partido contrario, para finalizar y aprobar una nueva legislacin migratoria integral. La comunidad hispana de Delaware, como en la mayora de los estados, tiene una gran presencia de inmigrantes indocumentados que han anhelado la oportunidad de convertirse en ciudadanos. Immigration News
Since eight senators unveiled a new immigration plan that could open the door to nationalization of millions of immigrants, on April 16, several things have happened, the most significant ones in the Senate, where discussions on this proposal have begun, and the no less singular, meetings among local organizations working for the rights of immigrants.
Of course, the tragedy of Boston was brought up in the debates, and judging by the interventions, were tried to use to hinder the political climate to get it through. The fact that the suspects are two brothers of Chechen origin contributes to the attitude of the Republicans, and moderation and willingness is expected to return to continue the discussion and approval, God willing, of the proposed reform in the months to come. What is the proposal of the gang of 8? The most important points are: 1- Allow undocumented immigrants who have lived in the United States continually since before December 31, 2011 to apply for Registered Provisional Immigrant Status if they pay back taxes and $500 in fines, and if they have not been convicted of a felony or 3 or more misdemeanors or voted illegally. Individuals with this status can work for any employer and travel outside the country but are not eligible to receive means-tested federal public benefits. 2- After 10 years in Registered Provisional Immigrant Status, individuals will be eligible pending border security measures and a clearing of existing backlogs for legal immigrants to earn a meritbased green card if they have worked in the United States, demonstrated knowledge of the English language and paid an additional fine of $1000. 3- Allow eligible DREAM act applicants and certain agricultural workers to apply for green cards within five years 4- Allocate $3 billion for increased surveillance and manpower along the countrys southern border and an additional $1.5 billion for fencing. 5- Eliminate family-based visas for siblings of United States citizens as well as the Diversity Visa program while eliminating caps on visas for certain employment-based categories. 6- Use a point system for a new merit based visa, of which 120,000 would initially be awarded per year, with a maximum cap of 250,000 annually. Points will be awarded based on criteria including education, employment and length of residence in the U.S. 7- Require an enhanced E-Verify system to prevent ineligible workers from taking jobs in the United States. Employers with more than 5,000 employees will be phased in within two years; employers with more than 500 employees will be phased in within three years. The Senate Judiciary Committee is the first instance where the bill is studied, there have been already three hearings held and the committee must approve the bill so that it can move forward. U.S. Senator Chris Coons (DDel.), a member of the Judiciary Committee, participated in a roundtable discussion on ideas for overhauling our broken immigration system. The meeting was hosted by the Senate Democratic Steering and Outreach Committee and featured 22 leaders who are involved with faith, agriculture, labor, and civil rights communities, including Ana Velasquez, the director of prevention and advocacy for the Latin American Community Center in Wilmington. I thank Ana Velasquez for joining us at todays meeting and sharing her views on the issues concerning Delawares immigrant community. Senator Chris Coons added, I look forward to working with my colleagues on the Judiciary Committee and throughout the Senate on a responsible, bipartisan, and balanced path forward. The opportunity is unique and the moment is urgent. It is my hope that Congress will act this year and enact the long-overdue reforms to our nations immigration system that it needs to properly welcome the next generation of new Americans. Senate Homeland Security and Governmental Affairs Committee Chairman Tom Carper (D-Del.) released the following statement: Im a firm believer that if something is worth having, its worth paying for, and its worth it to America to invest more to modernize our immigration system and enhance our enforcement and protection efforts along our borders and ports of entry. I stand ready to work with my colleagues in Congress, the Administration, and other stakeholders to help move this important immigration reform effort forward. The Delaware Hispanic Commission released a statement commenting on the proposal of the eight senators, The Delaware Hispanic Commission (DHC) is pleased by the introduction of the new legislation and encourages our respective Washington delegation to work in a bi-partisan approach, reach across political aisles, to finalize and pass new comprehensive immigration legislation. Delawares Hispanic community like most States has a large presence of undocumented immigrants who have longed for an opportunity to become citizens. We all need to work together to provide them with this much needed and overdue legislation. The DHC looks forward to working with our local Senators and Representative to provide the support needed during the debate of this bill in Congress. The DHC will look very closely at the four key areas of the bill, Border Security, Legalization (Registered Provisional Immigrant program) and Legal

Immigration, Interior Enforcement, and Reform to Non Immigrant Visa Programs and provide comments in order to arrive at a solution that is fair, enforceable, and realistic. Sen. Ted Cruz, R-Texas, took aim at one of the major elements of the bill: providing a pathway to citizenship for the estimated 11 million undocumented people in the country. The freshman senator said lawmakers should limit their scope to the two main points of agreement: securing the border and improving the legal immigration process. I think if we are going to see an immigration reform bill pass, that should be the focus of the bill, Cruz said. I think if instead the bill includes elements that are deeply divisive, and I would note that I dont think there is any issue in this entire debate that is more divisive than a path to citizenship for those who are here illegally, in my view any bill that insists upon that jeopardizes the likelihood of passing any immigration reform bill. But Sen. Lindsey Graham, R-S.C., a member of the Gang of Eight, countered that those 11 million people are not going to go away and that the plan would require individuals to earn their citizenship by meeting a list of benchmarks, including learning English, paying a fine and back taxes, passing a background check and finding a job. I think most Americans would say thats a practical solution, Graham said. And most Americans, like me, do not want to deal with these 20 years from now. And my goal is to end this debate and get it right.

Este par de semanas pasadas han sido muy difciles, en especial para todas las vctimas de los bombardeos del Maratn de Boston. Es asombroso e inconcebible que este tipo de ataques se sigan produciendo y de alguna manera estas acciones de destruccin pblica de vidas pueda tener sentido justificable para otros en su bsqueda de lo que parece ser el castigo adecuado de acciones en funcin de sus verdades. Muchos todava estn en estado de shock de que esto est ocurriendo aqu, en nuestro pas. Esto es algo que se lee o se ve que sucede en otros pases de Europa o en el Medio Oriente, pero no es algo que sucedi en nuestro propio patio trasero. Creo que culturalmente, los estadounidenses son muy confiados y una cultura dada al perdn. Sin embargo, con eventos como ste y otros, vamos a cambiar poco a poco, convirtindonos como en otras culturas que viven en constante temor y con la sensacin de inseguridad. Ayer por la noche mientras conduca a casa, me detuve en un semforo en rojo y en la esquina de la calle vi una mochila negra recostada de un muro frente a m. Empec a cuestionarme si deba reportar esta observacin inusual que llam mi atencin. Pero cuando la luz cambi a verde y mientras me alejaba, me di cuenta por mi espejo retrovisor que una joven corri hacia la mochila y la puso sobre su hombro, lo que provoc un pequeo suspiro de alivio en m. Sin embargo, pequeas cosas como este ejemplo, hace que uno se pregunte si est siendo demasiado paranoico luego de los eventos de las pasadas semanas. Cundo demasiado es demasiado? Cmo se puede hacer caso omiso de los cientos de vidas que este evento nico caus? S que es necesario permanecer vigilantes, pero cunto? Mis pensamientos estn con las vctimas sobrevivientes y sus familias, ya que la vida tal como la conocan realmente ha cambiado para siempre y para las familias de las vctimas que perdieron la vida por las acciones sin sentido de los hermanos Tsarnaev. Otro acontecimiento de inters periodstico que tuvo lugar fue la eleccin presidencial venezolana. Yo tambin me encuentro sin palabras para expresar de manera polticamente correcta los sentimientos de decepcin por la forma en que result. La esperanza de cambio no se pierde porque los venezolanos son fuertes y van a seguir creyendo y actuando para asegurarse que el cambio venga de una manera pacfica. Estoy orgullosa de mis races y de mi herencia, pero por ahora, slo puedo soar con el da en que una vez ms pueda ir al pas en el que crec, y disfrutar de su gente, lugares, msica y cultura. El candidato presidencial Henrique Capriles lleva la voz de esperanza del pueblo de Venezuela, que busca el cambio de ms de una dcada de rgimen chavista. La gente es tan creativa en su forma de hacer or su voz, que para mi deleite en mi pgina de Facebook, un artista amigo mo public una composicin de su cancin muy pegajosa e ingeniosa titulada con las palabras de Capriles No te vistas que no vas. Mirando los eventos descritos anteriormente, no puedo dejar de pensar en las palabras del Gobierno britnico durante la Segunda Guerra Mundial Keep Calm and Carry On: Mantn la calma y sigue adelante.

Keep Calm and Carry On

These past couples of weeks have been very trying, especially to all the victims from the Boston Marathon bombing. It is dumbfounded and inconceivable that these types of attacks still take place and somehow these actions of public destruction of lives can make justifiable sense to others in their quest for what seems to be the right punishment of actions according to their truths. Many are still in shock that this is happening here, in our country. This is something that you read or see it happening in other countries in Europe or in the MiddleEast, but not something that happened in our own backyard. I believe that culturally, Americans are very trusting and a forgiven culture. However, with events like this and others, we will slowly change, making us as other cultures that live in constant fear and feeling insecure. Last night while driving home, I came to a red light and in the corner of the street I saw a black back-pack up against a wall in front of me. I started questioning myself if I should report this unusual observation that caught my eye. But as the light changed into green and as I drove off, I noticed from my rear view mirror that a young woman ran to the back-pack and placed it on her shoulder, which brought a little sigh of relief. However, little things like this example, makes one question if one is being overly paranoid from last couple of weeks event? When is too much too much? How can one disregard the hundreds of lives this single event caused? I know that it is necessary to stay vigilant, but to what extreme? My thoughts are with all the surviving victims and their families, because life as they knew it has truly changed forever and for the families of those victims that lost their lives by the senseless actions of the Tsarnaev brothers. Another newsworthy event that took place was the Venezuelan presidential election. I too find myself lost for words that could politically correct express the feelings of disappointment for the way it turned out. The hope for change is not lost because Venezuelans are resilient and they will continue believing and acting to see change come in a peaceful manner. I am proud of my roots and my heritage, but for now, I can only dream of the day that I could once more go to the country I grew-up in, and take in its people, places, music and culture. Presidential candidate Henrique Capriles carries the voice of the hopeful people of Venezuela that seeks change from over a decade of Chavez regime. People are so creative in their way of making their voices heard that to my delight, in my Facebook page, an artist friend of mine posted a composition of his very catchy and cleaver song titled by Capriles words No te Vistas que No Vas. Looking back to the events described above, I cant help but to think of the words from the British Government during WWII Keep Calm and Carry On.

A TALE OF TIME: TWO CANDIDATES In Delaware we are fortunate to have many strong women leading the Conservative charge. More specifically, there are two strong and dedicated patriots running for Vice Chair of the state Republican Party. One is Ruth Briggs King and the other is Nelly Aliste Jordan. Many of us in Sussex County are torn between two candidates. Herein I am going to offer the argument for Nelly. Lets assume that all things are equal regarding ability, dedication, ideas, persistence and proven work as active responsible citizens for the state and party. One is a hardworking, effective and energetic legislator (Ruth). The other is an RD chairman, conservative activist, dedicated and proven advocate for her party (Nelly) andincidentally, a Chilean American citizen with contacts throughout the state and a plan to bring people from a broad spectrum into the party. Ruth Briggs, because she is extremely busy with her legislative work, has a full plate. She will be pulled in many more directions if she becomes vice chair. Experience shows that when people are distracted by a plethora of issues, controversies and tasks, most humans lose effectiveness. Time, the great equalizer, takes its toll. Nelly, a retired real estate professional and partner in a printing business, has promised to devote all of her time to the job of building the party. What Nelly says she will do, I know by experience, she will do. My purpose is only this: To ask Ruth to continue doing her fine job as representative for the 37th district. This means she can use her free time delving a little deeper into important issues and use her keen mind to lead in Dover. Let Nelly devote her full time to party building, coalescing conservative groups throughout the state and strategizing to increase our base. Respectfully submitted, Annette Silva LAWMAKERS MUST EXERCISE DISCRETION WITH FEDERAL BUDGET By Emily Holubowich, Joel Packer and Rachel Gragg President Obama just submitted his Fiscal Year 2014 budget to Congress. In the ensuing discussion on how the nation should proceed, hell have to bridge a substantial gulf between the Houses spending plan and the one approved by the Senate in order to end the cycle of fiscal crises that has plagued America for the last several years. To break the stalemate, the president must insist on a bipartisan grand bargain that takes a balanced approach to our nations finances and protects funding for programs that provide critical services to Americans. House Speaker John Boehner (R-Ohio) has said that every dollar of new debt Congress approves must be accompanied by a dollar in spending cuts. That approach just isnt realistic. Congress has already slashed discretionary spending by $1.5 trillion. If the harmful sequester cuts remain in place, federal spending will have been cut by over $2.5 trillion. Those cuts are four times as large as the increases in revenue that Congress has approved. Slashing discretionary spending wont balance the budget. In fact, you could eliminate all nondefense discretionary programs -- medical and scientific research; education and job training; infrastructure; public safety and health; and the national parks -- and the United States would still run a deficit of half a trillion dollars a year. These cuts are already having a disastrous impact on ordinary Americans lives. Take public health. Thanks to spending cuts Congress has already approved, 650,000 fewer people will receive HIV testing, and nearly 50,000 fewer women will undergo cancer screenings. The National Institutes of Health may be forced to eliminate over 2,000 research grants that seek cures for debilitating diseases such as cancer. Local communities could lose $48 million in funds to fight public health emergencies like natural disasters and outbreaks of disease. Congress is also gutting investments in our future. Nearly 31 million children will lose access to critical education programs, including Head Start. One million at-risk students will be turned away from
the Career and Technical Education Program -- even though it reduces the high school dropout rate. College is being put out of reach for low- and middle-income families due to cuts to college financial aid. Adult education will suffer, too. The National Skills Coalition predicts that almost two million fewer workers and employers will be able to participate in key employment and training programs in 2013. The casualties will be people like Yasmeen, a single mother in northern California who had been a victim of domestic abuse. While living in a womens shelter with her two toddlers, she participated in a workforce-training program operated by the Jewish Vocational Center in San Francisco. Thanks to the training she received, she was able to obtain a job as a clinic coordinator at the University of California-San Francisco -- and get off welfare. Apparently, Congress is not interested in empowering people like Yasmeen to secure better lives for their families. In Utah, a food pantry serving 1,000 poor and hungry Salt Lake City residents has closed thanks to cuts in federal funding. That closure couldnt come at a worse time for the community, as need has tripled in the last five years. Lawmakers must find a better way to bring the federal budget under control. Congress has already forced low-income and working-class Americans to swallow trillions of dollars in cuts to programs that make their lives better. Attempting to balance the budget on their backs will only cause more people to go hungry, deprive more kids of an education, and cast more Americans out of their homes and onto the streets. Unfortunately, the House-passed budget doubles down on these harmful cuts. Thats simply the wrong path to foster economic growth, increase our global competiveness and create more jobs. President Obama and Congress must work together to adopt a more balanced budgetary course. With vital programs shuttering on an almost daily basis, theres no time to waste.

La investigacin de la polica llev al arresto de Jos G. Oyola, de 47 aos, residenciado en Greenwood, DE.
La polica del estado arrest a Jos G. Oyola con relacin con la extorsin de dinero a ms de dos docenas de personas a travs un timo de ms de 7 aos. La investigacin se inici en el 2010 cuando detectives de la polica del estado e investigadores del departamento de justicia, agencia de proteccin del consumidor recibieron informacin sobre numerosas personas en la comunidad hispana que haban sido vctimas de fraude con los impuestos. A travs de incontables entrevistas con las vctimas, se revel que le haban pagado cientos y miles de dlares a Jose G. Oyola para que les hicieran la declaracin de impuestos antes de que ellos ingresaran en las clases de ingls como segundo idioma en programa de educacin para adultos en el Tecnolgico de Sussex. En algunas ocasiones Oyola incluso les ofreci ayudarlos a conseguir visas de trabajo, licencia de conducir, as como conseguir casa a travs del programa de Habitat for Humanity. En todos los casos, las transacciones no fueron cumplidas y el dinero nunca fue devuelto. En un incidente, Oyola le dijo a la vctima que dejara de venir al programa de ESL amenazndolo con ir a inmigracin con informacin personal y amenazndolo con la deportacin. La informacin de la polica del estado indica que las vctimas de Oyola son 20, con edades comprendidas entre los 20 y 49 aos pero en la calle se comenta que son muchas ms y que lo debieron haber arrestado hace mucho tiempo atrs Jose G. Arrested for Extortion and Theft

The Delaware State Police has arrested a Greenwood man in connection with extorting money from almost two dozen people over a 7 year span.
The investigation began in 2010 as State Police detectives and investigators from the Department of Justice Consumer Protection Agency received information about numerous people from the Hispanic community becoming victims of tax fraud. Through countless interviews with the victims, it was revealed they had paid Jose G. Oyola hundreds and thousands of dollars to have him complete their taxes prior to them entering the English as a Second Language (ESL) Program offered through Sussex Tech Adult Education. In some instances, Oyola even offered to help obtain work visas, drivers licenses, as well as assist in obtaining housing through Habitat for Humanity. In all cases, no transactions were ever fulfilled and the money was never returned to the victims. In one incident, Oyola told the victim to stop coming to the ESL program by threatening to go to immigration with personal information and threatening deportation. Jose G. Oyola was arrested Thursday April 18, 2013 on five counts of Theft by False Pretense and one count of Extortion. He was arraigned at JP2 and released on $22,500.00 unsecured bond. Policas de Panam aprenden en Delaware

La polica del Condado New Castle presenta el Sistema de Vigilancia Analtico Focalizado (Targeted Analytic Policing System) TAPS a diplomticos internacionales
Una delegacin de 10 miembros de los diferentes cuerpos de seguridad de Panam visitaron la sede de la polica del Condado New Castle con el fin de conocer ms a fondo el Sistema de Vigilancia Analtico Focalizado (Targeted Analytic Policing System) que se ha venido implementando con bastante xito desde hace menos de un ao. En noviembre de 2012, el coronel Setting y su equipo comenzaron a analizar no slo la delincuencia y su escalada, sino tambin los predecesores del crimen conocidas como las llamadas de servicio. Esta iniciativa se ha convertido en parte de la cultura del departamento y ha sido nombrada oficialmente Sistema de Vigilancia Analtico Focalizado, conocido como TAPS por sus siglas en ingls. En la actualidad, el ndice global de crimen a la fecha en todo el Condado New Castle ha bajado un 7,2% y el total de llamadas de despacho de servicio policial ha bajado un 11%.

El taller para dar a conocer el funcionamiento del programa, dictado en espaol, fue presentado por el Capitn Rubn Martnez, quien a su vez describi el programa TAPS y respondi las preguntas de los invitados panameos. Al monitorear el crimen, nos permite concentrar los recursos del departamento y reducir la tasa del crimen. En la coordinacin efectiva est el secreto, agreg. Por su parte Jorge Vsquez, de los paramdicos del condado, coment que compartieron experiencias sobre los sistemas de trabajo en comunicaciones y coordinacin manejando situaciones mayores de seguridad pblica en Delaware y cmo pueden aplicar esto en su pas. El Mayor Javier Snchez de la Polica Nacional de Panam coment que han venido haciendo una capacitacin por invitacin del gobierno norteamericano con el fin de preparase para la prxima inauguracin del sistema masivo de transporte de personas, el metro, y estamos trabajando en lo que va a ser al plan de seguridad. NCC County Police Presents the Targeted Analytic Policing System TAPS to International Diplomats
A delegation of 10 members of the various security agencies of Panama visited the police headquarters in New Castle County in order to learn more about the Targeted Analytic Policing System that has been implemented quite successfully since less than a year. In November 2012, Colonel Setting and his staff began to look not only at crime and its escalation but also at the precursors of crime commonly referred to as Quality of Life Calls for Service. This initiative has now become part of the departments culture and has been formally named as the Targeted Analytic Policing System, otherwise known as T.A.P.S. Currently, year to date overall crime in all of New Castle County is down 7.2% and total dispatched calls for police service are down 11%. The training workshop about the programs operation, conducted in Spanish, was presented by Captain Rubn Martnez, who described the TAPS program and answered questions from the Panamanian guests. Monitoring crime allows the department to focus resources and reduce the crime rate. The secret lies in effective coordination, he said. Meanwhile Jorge Vsquez, with the County paramedics, said they shared experiences about working systems in communications and coordination, handling major public safety situations in Delaware and how they can apply this in their country. Major Javier Snchez of the Panama National Police said they have been doing training at the invitation of the U.S. government in order to prepare for the upcoming opening of the mass transit system, the subway, and we are working on the security plan. To see how they work in Philadelphia, New Jersey, New York, Delaware and Washington, and especially, the integrated communication and emergency system. Major Irvin Castillo also said the experience they have here in handling mass transit systems teaches us very well how to prepare for managing the subway security. Both said they were very grateful to the county police for sharing their experiences with them. Colonel E. M. Setting, NCC Chief of Police, meanwhile added that the department believes that our continued involvement and connection with the Spanish/Latino communities within New Castle County is very important and for the first time on Wednesday, the TAPS meeting was presented almost entirely in Spanish to those attending.

ASPIRAs 2nd Student Leadership Conference

On Saturday, April 20th the different clubs of ASPIRA in Delaware participated in the 2nd Encuentro Student Leadership Conference called Finding the way to your health mind, body and spirit.
During this conference more than 35 students and club advisors from several high schools participated in a series of workshops with the overall objective of helping them understand the importance of health and wellness as an integral part of their lives. In addition the students were provided with tools to assist them in developing their academic goals and supporting their career aspirations. The following skill sets were developed during the conference. - Learn the dimensions and importance of wellness as an integral part for their life and growth. - Gain the tools to get an I can attitude to achieve the goals -Understand the dimensions of leadership Of course, we also included other activities providing the students the opportunity to relax, have fun and build new relationships. They joined a Zumba instructor in a great work out . She lead them through some basic steps to great music and informed them they could exercise, build strength and have fun. This was a great opportunity for students to meet one another. We were also joined by, Hilda Crespo, Vice President for Public Policy and Federal Relations of the ASPIRA National Association who held a training session for the ASPIRA Club Advisors. Margie Rivera Chairperson, ASPIRA of Delaware said, Our students were surveyed as to what skill sets they wanted to obtain, as well as, we wanted to address some of the challenges they face. We invited the ASPIRA club advisors and a representative sample of their students, grade 9-12th along with the club leaders to attend the conference. Currently ASPIRA of Delaware offers high school students the opportunity to participate at in house high school clubs, as well as, for those that are seniors they can also participate in our Saturday ASPIRA Academy Program. El programa de Reconocimiento de Estudiantes Hispanos (HSRP) es un esfuerzo del Centro Latino para reconocer a los estudiantes hispanos excepcionales de 6, 7 y 8 Grado (Middle School) y Secundaria (High School) del estado Delaware. En su edicin 2013, la ceremonia cont con la participacin de 62 estudiantes de la regin y se llev a cabo el sbado 20 de Abril en la sede del LACC en Wilmington. El objetivo de este programa es abrir puertas a los estudiantes hispanos para que encuentren mejores oportunidades, enorgullezcan a su gente, se animen a trabajar duro para conseguir sus objetivos y sus familias aprecien lo importante que es entregar apoyo a sus jvenes. Este ao, pedimos a los estudiantes que nos digan cmo se sienten acerca de la reforma migratoria y su impacto social, y cmo las polticas de inmigracin han afectado a ellos y sus familias. Pensamos que era una buena idea, incluso para los estudiantes que no han sido personalmente afectados por problemas de inmigracin que se pongan en los zapatos de sus amigos y vecinos, y escribieran acerca de este tema tan complejo, dijo Mara Matos, Directora Ejecutiva del Centro Latino. Desde 1979, el Centro Latino ha entregado premios y becas escolares a estudiantes hispanos de alto rendimiento con el objetivo de exponer y premiar sus xitos. Es as como el programa de Reconocimiento de Estudiantes Hispanos se ha convertido en una verdadera institucin en Delaware que, durante dcadas, ha entregado el apoyo necesario para crear personas conscientes de su responsabilidad con la comunidad en general. Los dos ltimos aos han sido muy emocionantes para el Centro Latino en el campo de la educacin. Hemos creado un modelo de educacin bilinge (ingls y espaol) para nuestros pequeos estudiantes. Adems, se ha implementado el modelo de aprendizaje expedicionario, que prepara a los estudiantes a pensar crticamente acerca de temas locales y globales, mientras se les ofrecen experiencias de aprendizaje prcticas. Todas estas mejoras son para preparar a nuestros jvenes estudiantes a ser lderes y con las herramientas necesarias para triunfar en el mundo del maana, expres Matos. Recognizing top Hispanic Students

In its 2013 edition, the programs ceremony was attended by 62 students from the region.
The Hispanic Student Recognition Program (HSRP) is an effort by the Latino Center to recognize outstanding Hispanic students from 6, 7 and 8 Grade (Middle School) and Secondary (High School) of the state of Delaware. In its 2013 edition, the ceremony was attended by 62 students from the region and took place on Saturday April 20 at the headquarters of the LACC in Wilmington. The objective of this program is to open doors for Hispanic students to find better opportunities, bring pride to their people, be encouraged to work hard to achieve their goals, and for their families to appreciate how important it is to give support to their youth. This year, we ask students to tell us how they feel about immigration reform and its social impact, and how immigration policies have affected them and their families. We thought it was a good idea, even for students who have not been personally affected by immigration issues, to put themselves in the shoes of their friends and neighbors, and write about this complex issue, said Maria Matos, Executive Director of the Latin Center. Since 1979, the Latin Center has given prizes and scholarships to high performance Hispanic students with the goal of exposing and rewarding their successes. This is how the Hispanic Student Recognition Program has become an institution in Delaware that, for decades, has given the necessary support to develop people aware of their responsibility to the community at large. The last two years have been very exciting for the Latin Center in the field of education. We created a model of bilingual education (English and Spanish) for our young learners. In addition, we have implemented the Expeditionary Learning model, which prepares students to think critically about local and global issues, while offering them practical learning experiences. All these improvements are to prepare our young students to become leaders having the necessary tools to succeed in the world of tomorrow, said Matos. The ceremony included the help of Noramco, Comcast, PNC, New York Life and the United Way, who through their collaboration was possible to recognize Hispanic youth. The Hispanic Student Recognition Program is an initiative that rewards all participants, and recognizes those who excel in specific categories. But without doubt, the most important thing of this activity was to promote education among Hispanic youth and to encourage them to pursue their dreams, however great.

Liderazgo Familiar
Los padres de todo el estado se renen para aprender habilidades de defensa
Los padres de todo Delaware se reunieron el sbado 13 de abril, en Dover para aprender habilidades de liderazgo y defensa en un taller de un da patrocinado por el Centro de Informacin para Padres (PIC por sus siglas en ingls) de Delaware. Los participantes aprendieron acerca del sistema educativo y legislativo del estado, cmo se desarrolla la poltica, y cmo pueden ellos ofrecer un apoyo significativo a las escuelas de sus hijos. Nuestro sistema de educacin es cada vez ms complejo, y las expectativas de los padres tambin van en aumento, dijo Marie-Anne Aghazadian, Directora Ejecutiva del Centro de Informacin para Padres. El taller de la Academia de Liderazgo para Familias (FLA por sus siglas en ingls) est diseado para ayudar a los padres a aprender a navegar por el sistema ms eficazmente para beneficio de los nios. Parents across state gather to learn advocacy skills
Parents from across Delaware gathered Saturday April 13th, in Dover to learn leadership and advocacy skills at a one day workshop sponsored by the Parent Information Center of Delaware. Participants learned about the states education and legislative system, how policy is developed, and how they can offer meaningful support to their childrens schools. Our education system is becoming more and more complex, and the expectations of parents are increasing, too, said Marie-Anne Aghazadian, Executive Director of the Parent Information Center. The Family Leadership Academy workshop is designed to help parents learn to navigate the system more effectively so children benefit. Ms. Aghazadian was one of several presenters from the Parent Information Center. Parent Information Center staff member Miriam Lagunes translated for the many Hispanic parents who were on hand. Opening remarks were presented by PIC board member Adrianne Anderson-Strange, who began her advocacy involvement when she participated in a Family Leadership Academy several years ago. The afternoon featured a panel of speakers, including parents and school staff, who offered their personal insights and answered questions from the parents. Members of the panel included: Natalye Madric, Maria Mendoza, Janella Newman, Lori Verlingheri, and Kathleen DeNight. The PIC Family Leadership Academy (FLA) helps cultivate parent and caregiver leadership skills. The Delaware Childrens Department Division of Prevention of Behavioral Health Services (DPBHS) is planning several special events throughout the month of May to raise awareness about the importance of childrens mental health and to increase understanding of the mental health needs of children and their families. The lineup of events includes the 9th annual Get the Scoop on Childrens Mental Health campaign a partnership with Ritas Water Ice locations statewide where information on childrens behavioral health is distributed with Ritas providing coupons for a free scoop of water ice to families. Jurdy, the anti-bullying mascot, will visit several Ritas locations. Delaware to Assist Manufactured Homeowners
Its a call for help that frequently has had no answer until now.
Many manufactured homeowners have not been eligible to participate in foreclosure prevention programs because their home is technically considered personal property and not real estate. The new Manufactured Housing Assistance Program (MHAP) has been made available through Delaware Homeowner Relief a partnership of the Delaware State Housing Authority (DSHA) and the Delaware Attorney Generals Office. MHAP enables owners of manufactured homes on rented land or on a lot owned by the homeowner to receive payment assistance for past due lot rent and/or home payments. Governor Markell said, This program will help families facing eviction or repossession. Helping manufactured homeowners stay in their homes is good for our economy and good for Delawares families. We are committed to achieving and sustaining homeownership for as many homeowners as possible. The housing crisis that brought our economy to the brink of collapse has affected homeowners throughout Delaware, said Attorney General Beau Biden, whose office secured approximately $45 million for Delaware in the national mortgage foreclosure settlement with five of the nations largest mortgage servicing banks. We are using a portion of the national foreclosure settlement to provide some relief to manufactured home owners who have been hurt by the downturn in the economy. Many manufactured homeowners are struggling to pay their lot rents and home mortgages, as are so many other families across the country. But while traditional land-owning homeowners have access to state mortgage assistance, these manufactured homeowners do not qualify for the same programs. I felt something must be done to remedy this discrepancy. In response to those concerns, the Delaware State Housing Authority has developed this new program geared specifically for manufactured homeowners, stated Representative Valerie Longhurst. I am very proud that we will be able to assist Delawareans living in these overlooked communities and help families in our state stay in their homes. Eligible homeowners will have a maximum benefit of up to $5,000 to use towards arrearages, plus continuing payment assistance up to 12 months or until they reach the maximum benefit. Qualified applicants must have suffered a 15% or more decrease in income from loss of employment, reduction in hours, injury or illness. Other eligibility requirements apply. MHAP is a no-interest loan secured by a lien, and must be repaid if the property is refinanced, sold, or title is transferred, or the borrower(s) no longer resides in the property. DSHA Director Anas Ben Addi said, Manufactured homes are a popular and affordable source of housing in Delaware, and make up approximately 11% of Delawares housing stock. We are extremely pleased to finally be able to help manufactured homeowners who are also facing the same financial difficulties. Homeowners who are delinquent and at risk of repossession or eviction should meet with an approved MHAP housing counseling agency as soon as possible. The counselor will help determine whether MHAP is right for them and guide them through the application process. Ed Speraw, President of the Delaware Manufactured Home Owners Association, added, Manufactured homeowners suffer the same catastrophic events such as loss of a job or a spouse, but have not been able to get financial help because of the restrictions. This program is a great idea, and has been a long time coming. For additional information about eligibility requirements and other affordable housing programs, please call (888) 363-8808. Mi esposa y yo tenemos una hija de 16 meses, Eva, que nos trae mucho gozo cada da con sus ocurrencias y alegra. Criar a los hijos es una maravillosa tarea, pero tambin se necesita mucha gua y consejo para ser cada da mejores padres . Algunos hemos tenido muy buenos ejemplos en nuestros propios padres, pero otros no han tenido la misma suerte. En estas lneas, quisiera presentar algunas ideas que unidas a mucho amor y comprensin pueden ayudarnos mucho a criar a nuestros hijos. En primer lugar, si quieres cosechar, siembra a tiempo. Al nacer, nuestros hijos son como una pequea semilla llena de futuras promesas. Podrn ser como un gran rbol frondoso, de slidas races y sabrosos frutos. Pero tambin, pueden crecer torcidos, ser muy vulnerables a los azotes del viento y las pestes y en definitiva no dar nunca los frutos que de ellos se esperaban. Con la exitosa frmula de cario y exigencia, los padres debemos educarlos en la gran riqueza de las virtudes humanas desde el primer instante de sus vidas. Esperar a la hora de la razn es llegar, definitivamente, tarde. Palabras del experto: Hay que saber que el 80% de las ideas pueden asentarse antes de los diez aos; que es preferible un ao antes, que un da despus, pues eso ya es tarde; y que antes de los diez aos es ms fcil hablar con los hijos y ser escuchados, porque despus de los doce, el tema se pone ms difcil.
