In 1992, the Population Council established the Family Planning Operations Research and Training (FPORT) Program in the Philippines. It brought together program managers and regional researchers to identify problem areas that might benefit from operations research. From Western Visayas (Region VI), the City Population Office (CPO) of Iloilo City in collaboration with the Social Science Research Institute of the Central Philippine University, identified a problem concerning the poor performance of volunteer family planning (FP) workers and undertook to study it. The study focused on the Barangay Service Point Officers (BSPOs) who assist in the delivery of FP services under the supervision of the CPO, and Barangay Health Workers (BHWs) who concentrate on maternal and child care but have minimal involvement in FP and are supervised by the City Health Office. The present publication is the outcome of the work produced within the framework of the research programme “Establishment of an Observatory on Combating Discrimination” which was carried out during 2011 by the National Centre for Social Research (EKKE), in collaboration with the Economic and Social Council (OKE), the Labour Institute of the Greek General Confederation of Labour (INE/GSEE) and Efxini Poli - Local Authorities Network. The aim of this book is to shed some light on the multiple facets of discrimination encountered in Greece, to assess the availability and effectiveness of the various mechanisms established to address the issue (e.g. legislation, monitoring bodies, social partners, the civil society, etc.), and to put forward concrete and innovative policy proposals to combat discriminatory practices at every level. In view of more fully understanding the phenomenon of discrimination, the book draws both from a conceptual analysis of discrimination and inequality, as well as from reliable primary and secondary empirical data and best practices (from national and European sources). In this respect, it is hoped that this book will contribute to the sparse literature on discrimination in Greece, will trigger of a public debate and promote further study on this highly important issue.

Το παρόν βιβλίο, αποτέλεσμα του ερευνητικού προγράμματος "Παρατηρητήριο Καταπολέμησης των Διακρίσεων", επιχειρεί να συμβάλλει στο σώμα της γνώσης που αναπτύσσεται τα τελευταία χρόνια στη χώρα μας και στην Ευρωπαϊκή Ένωση γύρω από την ισότητα και τις διακρίσεις. Τα κείμενα που συμπεριλαμβάνονται ευελπιστούν στην προώθηση του δημόσιου διαλόγου αναφορικά με ζητήματα διακρίσεων, στην ανάδειξη των καίριων ζητημάτων για την επιτυχή υλοποίηση των πολιτικών και στον προσδιορισμό των κενών πολιτικής. Επίσης, η παρούσα έκδοση στοχεύει στην παρουσίαση εμπειρικών δεδομένων και στην ανάδειξη των καλών πρακτικών και των εξελίξεων στο χώρο της πολιτικής κατά των διακρίσεων.

Το παρόν άρθρο εξετάζει τις ποσοτικές και ποιοτικές διαστάσεις της ένταξης ή μη των μεταναστών δεύτερης γενιάς στο εκπαιδευτικό σύστημα και την αγορά εργασίας. Αξιοποιεί τα ευρήματα πρόσφατης πανελλαδικής έρευνας πεδίου (στην οποία συμμετείχε και το ΕΚΚΕ) προκειμένου να αξιολογήσει τις διαστάσεις που διευκολύνουν την κοινωνική ενσωμάτωση και αποτρέπουν φαινόμενα κοινωνικού αποκλεισμού των μεταναστών, που είτε γεννήθηκαν στην Ελλάδα από γονείς μετανάστες, ή ήρθαν στη χώρα σε μικρή ηλικία. Ειδικότερα, η ανάλυση των ευρημάτων εστιάζει στη συμμετοχή των μεταναστών δεύτερης γενιάς στην εκπαίδευση και τα εκπαιδευτικά τους χαρακτηριστικά, καθώς και στη σχέση τους με την αγορά εργασίας. Ακολούθως, παρουσιάζονται τα αποτελέσματα από την εφαρμογή ενός οικονομετρικού μοντέλου πολυμεταβλητής ανάλυσης των δεδομένων της επιτόπιας έρευνας για τη διερεύνηση της σχέσης που υφίστανται ανάμεσα στη σχολική εκπαίδευση και την απορρόφηση των μεταναστών δεύτερης γενιάς από την αγορά εργασίας. Τέλος, η παρούσα εργασία ολοκληρώνεται με τα συμπεράσματα της πρωτογενούς έρευνας πεδίου και της πολυμεταβλητής ανάλυσης, με έμφαση στην ανάδειξη του ρόλου της εκπαίδευσης στην κοινωνική ενσωμάτωση των μεταναστών δεύτερης γενιάς στην Ελλάδα, και με την κατάθεση κάποιον πρωτων προτάσεων πολιτικής προς αυτή την κατεύθυνση.

Η Ετήσια Έκθεση Πολιτικής του Ευρωπαϊκού Δικτύου Μετανάστευσης (ΕΜΝ Annual Policy Report) υποβάλλεται κάθε έτος από τα Εθνικά Σημεία Επαφής των κρατών μελών του Ευρωπαϊκού Δικτύου Μετανάστευσης σύμφωνα με τις διατάξεις του άρθρου 9(1) της υπ’ αριθμόν 2008/381/ΕΚ Απόφασης του Συμβουλίου. Η Ετήσια Έκθεση Πολιτικής 2012 αφορά στην περίοδο από την 1η Ιανουαρίου 2012 έως την 31η Δεκεμβρίου 2012. Κριτήριο για τη διάρθρωση και το περιεχόμενο της Έκθεσης είναι η προοπτική συμβολής της τόσο στη σύνταξη της Ετήσιας Έκθεσης της Ευρωπαϊκής Επιτροπής για τη Μετανάστευση και το Άσυλο, όσο και στη σύνταξη της Ετήσιας Έκθεσης της Ευρωπαϊκής Υπηρεσίας Υποστήριξης για το Άσυλο (EASO). Ως εκ τούτου περιλαμβάνει μία επισκόπηση σε εθνικό και ευρωπαϊκό επίπεδο καταρχήν των πιο σημαντικών -πολιτικών και νομοθετικών- εξελίξεων της ελληνικής πολιτικής για τη μετανάστευση και το άσυλο. Σε εθνικό επίπεδο η Έκθεση Πολιτικής αποτελεί κείμενο αναφοράς σε ετήσια βάση τόσο για τους φορείς διαμόρφωσης πολιτικής, όσο και για την κεντρική δημόσια διοίκηση, την τοπική αυτοδιοίκηση, τους φορείς εκπόνησης θεματικά συναφών ερευνητικών προγραμμάτων, τα ενημερωτικά μέσα, τον ιδιωτικό τομέα, και τέλος για τον κάθε ατομικά ενδιαφερόμενο για θέματα μετανάστευσης και ασύλου.

The EMN produces yearly Annual Policy Reports, which outline the most significant political and legislative (including EU) developments, as well as public debates, in the areas of migration and asylum, within the Member States and Norway. Since 2009, these also contribute to the Commission’s Annual Reports on Immigration and Asylum, reviewing progress made in the implementation of asylum and migration policy. With over 4 million people having been displaced by the conflict in Syria, this has been, in the words of the previous UN High Commissioner for Refugees Antonio Guterres, “the biggest refugee population from a single conflict in a generation”. At the same time, refugee numbers from African countries, such as Sudan and Libya, are rapidly increasing. Within 2015, European countries have been challenged by ever increasing numbers at their borders, and while some have accepted refugees in great numbers demonstrating a “welcome culture”; others have insisted on offering asylum only to Christian refugees.

Thus, after a year in which over one million refugees and migrants arrived on Europe’s shores, terrorist attacks that have brought again the “migration-security” nexus to prominence, and the Cologne attacks that have hardened attitudes towards migrants, refugees and asylum seekers, the refugee crisis is becoming increasingly polarizing in the domestic politics of the European states. In dealing with a crisis that may pose an existential threat to the future of the European Union, and with EC President Jean-Claude Juncker calling for an urgent “European approach” to migration, the overall European response has instead been characterized by confusion and a lack of a universal policy. This paper will elaborate and discuss EU and national responses, while placing special emphasis on the Greek case, as the refugee crisis coincides with what seems like a perpetual economic crisis.

With the unveiling of the 2019 National Strategy for Integration, Greece entered its third decade as a host country for immigrants, applicants and beneficiaries of international protection. Even though inflows of immigrants are recorded since the early 1990s, it took more than a decade for the issue of immigrant integration to be raised in the political agenda. This contribution provides for an assessment of the past 30 years, in terms of analysing the evolving legal and policy framework. In addition, it evaluates the proposed and implemented measures that aimed into facilitating immigrant integration. Historically, the 1991–2000 period was characterised by a repressive approach towards immigration and strict control measures, without any provisions for integration. During the years that followed (2001–2008), the first comprehensive immigration laws were presented, as did two Actions Plans on the social integration of immigrants. The 2008–2015 period was marked by the severe economic crisis that affected Greece, and resulted in dis-integrating part of the immigrant population. Finally, the current period is defined by the long-lasting effects of the 2015–2016 refugee crisis. As such, the latest in a long series of National Strategies for Integration was unveiled, while the HELIOS programme was launched, aiming to facilitate the integration of beneficiaries of international protection. Summarising, this chapter argues that even though lip service is paid to the concept of immigrant integration, a coherent and proactive policy for immigrants’ integration in the Greek society was almost never a Greek state’s priority.
