(2) When the applicant can credibly show that he has been prevented by exceptional circumstances from submitting in due time the declarations prescribed in subsection (1), the Patent Office shall grant said applicant a reasonable extension of the time limit. The time limit should not be prolonged beyond the date of issuance of the decision to grant a patent. If by this date the aforesaid preventative circumstances still exist, the Patent Office shall grant another extension.
