The underlying factors behind this electric power shortage include, on the demand side, i) overinvestment and overproduction in electric intensive industries such as steel and aluminum, ii) growing penetration rate of household electric appliances such as air conditioners, and iii) modernization in the commercial and distribution fields in urban areas (newly built large-scale commercial facilities and convenience stores).
