- The term approaches being a sum of parts, constituent + country. It is most often used in reference to the countries within the United Kingdom, Denmark, and the Netherlands. It is sometimes used in reference to the member states of the European Union, which are sovereign countries in a supranational union. It is almost never used in reference to the federated states, provinces, or territories of federations (such as the U.S., Canada, Australia, India, Brazil, Mexico, and the Russian Federation), which are not countries. It was sometimes used in reference to the Soviet republics within the Soviet Union because their legal status as either federated states or something with greater sovereignty was obfuscated.
