(9) If the patent application has been classified, the Minister proposing the classification ? with the exception in paragraph (10) ? shall conclude an exploitation contract with the applicant ensuring exclusive rights of exploitation in favour of the ministry headed by him, or in favour of the Hungarian Prime Minister's Office in case of a Minister without portfolio, within a reasonable period of time following the grant of the patent.
