"Text Messsage" message type in "Send Message" endpoints doesn't work

I am trying to send a message using the "Text Message" message type by executing the "/PHONE_NUMBER_ID/messages" endpoint in postman. There is no error in the response but the message is not delivered to the target phone number.

But if I use the "template" message type, the message is successfully sent.

After reading the documentation, I think I found why the message is not delivered. I think it's related to the user-initiated or business-initiated message behavior.
