Read the text and answer 1 to 2. Bia BTS a1 T 2a seat GI In Pakistan, General Pervez Musharraf led a military coup in October 1999. He overthrew a democratically elected government and declared himself the ‘Chief Executive’ of the country. Later he changed his designation to President and in 2002 held a referendum in the country that granted him a five-year extension Pakistani media, human rights organisations and democracy activists said that the referendum was based on malpractices and fraud. In August 2002 he issued a ‘Legal Framework Order’ that amended the Constitution of Pakistan, According to this Order, the President can dismiss the national and provincial assemblies. The work of the civilian cabinet is supervised by a National Security Council which is dominated by military officers. After passing this law, elections were held to the national and provincial assemblies. So, Pakistan has had elections, and elected representatives have some powers. But the final power rested with military officers and General ‘Musharraf himself, Clearly, there are many reasons why Pakistan under General Musharraf should not be led @ democracy. But let us focus on one of these. Can we say that the rulers are elected by the people in Pakistan? Not quite. People may have elected their representatives to the national and provincial assemblies but those elected representatives were not really take the final decisions. The power to make final decisions rested with army officials and with General Musharraf, and none of them were elected by the people. This happens in many dictatorships and monarchies. They formally have an elected parliament and government, but the real power is with those who are not elected. In a few countries, the real power was with some external powers and not with locally elected representatives. This cannot be called people's rule. ciisear 4 saret Teast Harte 3 anpac19909 F Afe sen Tete A seyaTe fh Sets clans ao a GH FSR Fi Sars ar A ge a ar aT! es aah fea Pe are Sei ae a Zale iia Fear she 2002 4 war sae Hae sears sera areiopret Gta Bret & fore agar fore eA fen, aTraTRaT erst site ‘eirmeta & fore sere at arett saver cree Pe SA ire WH eras & sik ga aS fay oe AgafgaT A EAL sires 2002 % sata ‘eliret Sera orrée % afte, aera 3 afer a seat Stem gH TST H SAK TEA, regia site ice sretaferet at vir aac ema &1 ifsaeng A ETT Te TH TA Bear ates A Pett cee B Aare seararee ereeer rh aftr Bh get aT A are wT ara 3 are TS site vicar sretafera & fore Gara ase, mre ger were TrPereaTa gare At eu, aA EU ahattrett at gr safer vf fret Sf Aaiea eT BAT a sf sic arts & ore _ DXfSocial Science Page 5 of 22 ee omnes also he ee eet Meare 7 Wir democracy? Thus, i the | cabinet is the most powerful institution in India, within the cabinet itis the prime minister who is the most | powerful. The powers of the prime minister in all parliamentary democracies of the world have increased so much in recent decades that parliamentary democracies are sometimes seen as primeministerial forms of | government. As politcal parties have come to play a major role in politics, the prime minister controls the cabinet and parliament through the party. The media also contributes to this trend by making politics and elections as a competition between top Jeaders of parties. In India too we have seen such a tendency towards the concentration of powers in the hands of the primeminister. Jawaharlal Nehru, the first Prime minister of India, exercised enormous authority because he had great influence over the public. Indira Gandhi was also a very powerful leader compared to her colleagues in the cabinet. Of course, the extent of power wielded by a prime minister also depends on the personality of the person holding that position. sara Hert ar ata & aftr ar eae-gUt @ aaah aeta ait Hage ge ae eT a tl Sea TE GSTS are er care setae ed Bl aw Hate A taal At sear ar ae fairs Prat & al a Sarasa Ol Foot faare Same H seer Poa sites ara aren 21 ae Patter Pant At area Peer aa 81 Gi Het et & ges Ham ae Bi eres aa at er ar rae site ET aca 1 Ga FS ht a Seater set ar sia ar 81 war area ae Btger eat ET fins gee Bar Bl Fae Ser aH Serie wae safer weraeTet eon 8 at fae 3 sae wad were Sake wer Star A ghar wit dada cites wera & oaftrare ert & ara gat ag ne & fH dada cada Ht avian SRR 1 Sea ey eT ars eB Te ctr eetbereat AY afta aaa & arr A wrt oat | shee Sate hte ie at Fear rch com aoa tt ott Gara a wat & afte ars eta feat eee Bier ae ga ta A reer aera are Sarena fea eh ert afta er aA A ah Bt fh we sar ree 3 Rare a ee er wa eager wT fa eee ot ae orm meet A erat aE Serer Tc ol fee 8 Fr ee ere ae [sere a 83 ar cance a fe a Reference Sources/@aaf aa INCERT Textbook (Working of institutions, Page No, 66)/crftfameéh TSI (ENG aT araTETE, ‘FET 71 &72) i i tary democracies . inister in all parliament 3.
