Methodology

Dataset: The dataset is derived from 2017 administrative boundaries and census data produced by the Instituto Nacional de Estatística (INE) and the national mapping agency Administração Nacional de Terras e Geografia. Due to misalignment between ADM4 and ADM3 boundaries, WFP and OCHA Mozambique in coordination with the Government and IMWG, applied non-official adjustments to correct discrepancies for humanitarian use. These adjustments include aligning ADM4 boundaries with higher administrative levels and updating population figures to reflect projections for 2017–2050, particularly in conflict-affected areas. The current dataset represents this harmonized version prepared by WFP and OCHA Mozambique. Official government updates to administrative boundaries and census data are expected in 2027.

P-codes: Updated P-codes for ADM1 and ADM2 were developed and shared bythe Instituto Nacional de Estatística (INE) for reference. As no official P-codes were provided for ADM3 and ADM4 levels, new codes were generated by alphabetically sorting administrative unit names within the established structure. This approach ensures internal consistency but remains non-official.

Caveats / Comments

This dataset is intended for humanitarian use only. It reflects interim adjustments to administrative boundaries and population figures pending a comprehensive government update of all administrative levels and census data, expected in 2027.
