Empowerment of individuals and community means greater control over life, increased options in de... more Empowerment of individuals and community means greater control over life, increased options in decision-making and enhanced capacity/skills to cope with challenges and optimizing their life. New information technology has provided greater opportunity to the isolated and marginalized population to express, participate and connect to the networked society. The mobile phone is the revolutionary tool of the information revolution, which is quite affordable and most accessible gadget that has reached to the far-flung areas of India in a very short span. The unprecedented growth of mobile telephony, in terms of technology, network and subscriber base, has established India as one of the most vibrant markets in the world. Technology is ever considered to be the greatest equalizer and enabler by the communication scientists. The way mobile phone has made inroads into the rural heartlands of India, some of the theoreticians claim too much about the constructive impacts of this ‘miraculous’ gadget on the indigenous population.
The Oraons are the second largest tribal population in Jharkhand. There have been vast changes in the life style, traditions and community habits of the Oraon tribe during last two decades. But how far these changes have been caused by the mobile phones is yet to be traced out. Moreover, how does mobile phone empower them in socio-cultural, political and economic context is a question yet to be answered. The main objective of this study is to find out how mobile phone is contributing to the empowerment of Oraon community as whole and family and individual in particular.
A survey through interview schedule along with focus group is carried out among 800 mobile users with equal gender representation in 40 villages of four districts in Jharkhand, one of the eastern states of India. Besides four focus group discussions consisting 8-12 participants each have also been conducted to collect opinions in the form of qualitative data. The outcome of this research helps understand about the ways and means of digital empowerment of marginalized tribal community living in socio-economic backwardness and information poverty.
Study reveals that the adoption of smart phones is quite less among Oraons due to their poor economic conditions and illiteracy, most of the respondents are using basic feature phones but mobile is being used extensively in rural areas. Despite their limited knowledge Oraons are quite enthusiastic about this new technology. Since Oraons are laggards in adoption process of the mobile phones, they are still exploring about its various features. They are a bit mesmerized and feared as well but impressed by this gadget and yet to settle down their ideas and thoughts about this technological revolution. But one thing has clearly emerged out of the whole narratives by Oraons that mobile phone is a quite useful device and many of them referred it as a good friend that helps in trouble. Mobile phone is being used primarily for conversation with parents, family members and friends. Other popular uses of mobile phone by Oraons are checking time, torch, alarm, calculator, listening radio and music.
The mobile phone has played very positive role in empowering the Oraons in few spheres of life but could not impact many of the socio-cultural contexts. Mobile phone is extensively used as a tool of entertainment by Oraons. It is also being used as a potential platform for recording local cultural festivals and shared and watched among community. This way mobile phone is helping practice, preserve and share tribal culture along with expediting the process of people’s gathering on various cultural occasions. Eventually mobile phone is altering the dynamics of rural life style of Oraons but how far this change has been beneficial for the users is a crucial question. Mobile phone has proved to be very significant catalyst in empowering its users in some of the areas while on other fronts it failed to contribute substantially.

This study also endeavours to trace the emerging new digital culture in Oraon community of Jharkhand.
