Heritage and growth milestones
- Our heritage traces back to the Canadian Pacific Railway’s former consulting arm.
- In 2020, CPCS integrated into its group the leading U.K.-based transport advisory firm, First Class Partnerships (FCP), known for its rail expertise.
- In 2026, we acquired Mille407, a France-based port and maritime advisory firm, further enhancing our specialized advisory capabilities in multimodal transportation, logistics, and trade-enabling infrastructure.
Why we do what we do

Our story
Born in Canada
In the 1880s, the Government of Canada partnered with the private sector to build what we know today as the Canadian Pacific (CP) Railway company, and the physical rail infrastructure.
International rail expertise
CP’s far-reaching success over the years drove the organization to create in 1970 a consulting arm called CPCS Ltd. Through this consulting arm, CP exported its deep expertise in rail infrastructure development and management to governments and service providers around the world.
Independent, employee-owned firm
In 1979, CP ceased to own CPCS Ltd. In 1996, CPCS Transcom Limited, an employee-owned company, was created to succeed in the business of that earlier company, CPCS Ltd.
Today, CPCS is actively finding better infrastructure solutions for cities, governments, development banks, service providers, and private investors.
We advise infrastructure leaders, providing them with insights on high-stake matters the transportation and energy sectors are facing worldwide. This can range from crafting a transport decarbonization strategy to modernizing aging railways, and supporting governments’ transitions to cleaner sources of energy, or improving the delivery of major urban and transit projects, among others.
