Editor popup after saving a post/page

Description
When you save a post or page, a small pop-up appears at the bottom left of the block editor with a link to view the post or page.
I propose two improvements:
- It should appear at the bottom right, which is much more intuitive because the saving is done on the right side of the editor, and it is strange that this utility related to the last action appears on the opposite side.
- The link should open in a new browser tab by default instead of in the same tab, since it is only a save, not a publication, and the action inadvertently takes the editor out of the block editor.

Does it mean that I should post the request in GitHub instead of Trac?
WP documentation always says that feature requests, issues, etc, must be published publicly in Trac if nothing has changed.

@fernandot Yes, this seems most relevant to the Gutenberg repo. It looks most closely to be a duplicate of GB34306:
[ENHANCEMENT] Putting more focus on the "Published" dialogue box which is easy to miss
Maybe your ticket description should be added to that Gutenberg issue?
Something related to this:
The link should open in a new browser tab by default instead of in the same tab, since it is only a save, not a publication, and the action inadvertently takes the editor out of the block editor.
We should make sure that the link which opens a tab in a new window uses a dedicated window name as opposed to target=_blank. This is part of GB28479.
