This link is apparently added by the PWA plugin.

Could you open an issue on their GitHub repository?

I ran a search on the URL this time, and PWA is not the only plugin that links to the old URL.

I think this is where it should resolve (with a redirect):
https://wordpress.org/support/article/https-for-wordpress/

The next version of the PWA plugin will remove the HTTPS UI. See https://github.com/GoogleChromeLabs/pwa-wp/pull/557

It's overdue for a new release.
