El interés de esta investigación radica en analizar el rol de las políticas públicas y de la plan... more El interés de esta investigación radica en analizar el rol de las políticas públicas y de la planificación energética en el alcance de los objetivos del desarrollo sustentable, entendido como una evolución coordinada y conjunta en el tiempo de cuatro dimensiones: social, política, económica y ambiental. Se pretende analizar con especial atención la relevancia del proceso de planificación energética en el desarrollo económico para el caso argentino. En este sentido se examina la importancia de la elección de distintos instrumentos de política y de las condiciones de borde en la consecución del objetivo de la planificación energética. El estudio, se concentra en el caso argentino y se realiza bajo una visión sistémica, que incluye como punto fundamental de análisis la dimensión histórico temporal, complementando el análisis con herramientas de distintos enfoques, tales como la economía ecológica y la economía ambiental, y la proveniente de la ciencia geográfica en la búsqueda de una comprensión lo más abierta (amplia) posible de la problemática bajo estudio.Fil: Guzowski, Carina. This article presents a comparative case study of the institutional aspects of policymaking and t... more This article presents a comparative case study of the institutional aspects of policymaking and the impacts that this has had on the development of the biodiesel market in Argentina and Brazil. The study draws upon an analysis of the policymaking process and, based on the available statistical evidence, discusses how this has influenced the market's development. Its findings underscore the differences between the two countries' policy objectives. In Argentina, issues relating to the supply of petrodiesel have been a crucial factor, whereas, in Brazil, the promotion of family farming has been a major objective. In Brazil, Petrobras has played a significant role, but some of the country's policy objectives in this area have not been fully met. In Argentina, the external market continues to be the driving force behind this industry.
In this paper we study Argentinean energy consumption pattern for the period 1990-2007, to discus... more In this paper we study Argentinean energy consumption pattern for the period 1990-2007, to discuss current and future energy and economic sustainability. To this purpose, we developed a conventional analysis, studying energy intensity, and a non conventional analysis, using the Multi-Scale Integrated Analysis of Societal and Ecosystem Metabolism (MuSIASEM) accounting methodology. Both methodologies show that the development process followed by Argentina has not been good enough to assure sustainability in the long term. Instead of improving energy use, energy intensity has increased. The current composition of its energy mix, and the recent economic crisis in Argentina, as well as its development path, are some of the possible explanations.

RESUMEN: En Argentina, las energías renovables presentan para su desarrollo importantes potencial... more RESUMEN: En Argentina, las energías renovables presentan para su desarrollo importantes potencialidades, derivadas del problema de insuficiencia energética que presenta el país, y que lo ha transformado recientemente en importador de energía. Sin embargo, su avance presenta obstáculos, entre los que se destacan cómo más importante las barreras económicas/ financieras y las político/institucionales. El objetivo de este trabajo, es desarrollar la temática de las barreras a la entrada que enfrentan este tipo de tecnologías en términos generales, para luego profundizar este aspecto para el caso específico de Argentina. Entre las conclusiones del trabajo se destaca que Argentina se encuentra en una etapa muy incipiente de desarrollo de estas fuentes nuevas de energía, destacando que los países que han tenido éxito en su implementación han desarrollado fuertes políticas públicas de promoción, y han desarrollado políticas estatales pro-activas para facilitar el acceso de las empresas privadas a nuevas fuentes de financiamiento.

T... more This paper presents a brief analysis of the key points for the development of renewable energy. The aim was try to respond about two important questions: Can deployment of renewable energy put downward pressure on Argentinean supply system? If so, How could it be done? We found that majority of countries with high contribution of renewable energy in their supply have promoted them through energy policies. Nonetheless, Argentina has recently started to develop new promoting legislation, and the results have not been good enough. We conclude that, in order to get better results, the Government should increase and improve policies related to renewable energy.

We particularly concentrate in analyzing the evolution of tariffs, sectorial consumption and the results of recent energy efficiency programs. We find that, as long as security of supply constitutes a key problem for the country, and as the governments decided to remain energy prices frozen and diverging from their real costs, the results of the program have not been the desired ones.

This paper analyzes the relationship between economic growth and energy consumption for a sample ... more This paper analyzes the relationship between economic growth and energy consumption for a sample of 21 Latin American and Caribbean countries during the 1970-2007 period. The investigation is made on the bases of the Energy Environmental Kuznets Curve (EEKC) hypothesis, using a panel data analysis. Energy consumption at aggregate level is used as an indicator of human environmental pressure and GDP per capita as an indicator of economic activity. Based in a cointegration approach, our results does not support the existence of a stable long run relationship between the series, rejecting the validity of such hypothesis for the selected sample over the 1970-2007 period.

The link between energy consumption and economic growth has been widely studied in the economic l... more The link between energy consumption and economic growth has been widely studied in the economic literature. Understanding this relationship is important from both an environmental and a socio-economic point of view, as energy consumption is crucial to economic activity and human environmental impact. This relevance is even higher for developing countries, since energy consumption per unit of output varies through the phases of development, increasing from an agricultural stage to an industrial one and then decreasing for certain service based economies.
