The design of the prototype model discussed in this report is based on existing or derivable institutional and student data and is designed to permit prototype planning studies to examine the impact of alternative federal programs on accessibility and, to a lesser extent, on institutional viability. The model also will assist in identifying high-payoff areas of future research necessary for the development of a comprehensive planning model and the additional data requirements of such a model. The basic prototype model simulates the impact of federal, state, and private funding programs by using differential dynamic programming to construct a five-year operating plan for several classes of institutions. This paper presents: (1) an overview of the National Center for Higher Education Management Syste... more This paper presents: (1) an overview of the National Center for Higher Education Management Systems DELPHI survey to identify changes in postsecondary education, (2) an interpretation of the results of that survey, and (3) an interpretation of the changes in planning and management that will occur when the forecasted changes in education take place. The first two topics are treated in considerably greater detail in the NCHEMS report, °A Forecast of Changes in Postsecondary Education.° The new material presented in this paper is the analysis of the planning and management implications of changes in student enrollments, certification methods, faculty-institutional relationships, program content, and governance issues. The contents of this document focus on the purpose of the survey, a description of the survey method, and an interpretation of the results in a forecast of changes in postsecondary education. The forecasted changes find postsecondary education more readily accessible to all. More of the students will drop in and out of the system throughout their lifetimes and will participate in programs that lead to vocations. It is anticipated that after 1980 changes in competence and performance requirements will change to general acceptance of work or experience as substitutes for formal programs, and measures of actual competency will be used in place of fulfillment of attendance requirements.

The basic prototype model presented in this report simulates the impact of federal, state, and pr... more The basic prototype model presented in this report simulates the impact of federal, state, and private funding programs by using differential dynamic programming to construct a 5-year operating plan for several classes of institutions. The institutional supply of spaces for students is identified by these operating plans for each of the classes of institutions; and the interaction of the institutional supply with the student demand (generated in a stochastic choice section of the model) produces calculations of students enrolled, empty spaces, unsatisfied demand, financial conditions, and faculty levels of each group of institutions. This report concludes with a discussion of the research necessary to transform the prototype model into a fully developed analytic tool for federal educational policy analysis.

Some of the most important differences are discussed in the light of a Delphi embracing a panel of 385 members responding to a study sponsored by the National Center for Higher Education Management Systems (NCHEMS) at the Western Interstate Commission for Higher ?Zducation (JWXE) in 1972. Such topics as panel fatigue, panel consistercy, the consensus phenomena, and early plurality are considered in the present report. In undertaking a large scale Delphi (IsD) one encounters a number of differences in procedure and analysis due to several dimensions of the study. The most obvious dimension of increased size in a IsD is t le number of panel members. Although the exact distinction is not a clear cut matter, most practitioners would agree xhat panel sizes of 100 or more qualify as 1sD studies. The second and third dimensions that contribute to a 1sD are the number of topic statements to be considered b/ the panel and the number of questions per topic statement. A topic statement may taka several forms depending on the purpose of the study. For example, the topic statement may be a statement of ch;mge if thr objective of the study is to identify future events, or possibly a statement of go& and objectives if the study is to provide for selfexamination of an institution. Other types of topic statements are reviewed in a summary of the major educational uses of the Pe1ph.i [I 1. Man); issues can be discussed relative to LSD studies. Tire subjecr of panel selection, participation rates, and payment of the panel raise issues that can determine the success or failure of a IsD from the beginning. The initial questionnaire that identifies potential topic statements and the content analysis required to boil down the large number of suggested topic statements into specific statements to be used in succeeding rounds can turn into a logistic nightmare if not handled properly. As each of the sxcessive rounds unfolds, the monitors of an 1sD must make a crucial decision whether or not to prepare DR. HUCKFELDT is a research associate in the Research and Development Unit of the National Center for Higher Education Management Systems at WICHE. He holds a Ph.D. from Case Western Reserve University and an M.S. degree in operations research from Case Institute of Technology and a B.A. degree in methemstlcs from the University of Colorado. He has served as a consulting operations research analyst to University Associates Inc. in Cleveland, Ohio. In addition to serving in various capacities in the department of Operations Research at Case Institute of Technology, Dr. Huckfeldt has served as senior operations research analyst at the Anaconda Aluminum Company in Louisville, Kenhcky, and as data communications engineer at Ball Brothers Corporation in Boulder, Colorado. DR. JUDD is a Professor of Operations Analysis in the Coilege of Business Administrati~,;. & The University of Toledo. He holds a Ph.D. in Commerce from &he University of Wisconsin and an A.B. in Sociology from the University of Chrzago. He has served as CO~SS. 9 :&ant on several Delphi studies and is author of more than 30 articltis in pro:essional business and education journals.
