feat: allow setting KERNEL_SYSLOG_LEVEL

When LOGGING_BACKEND=kernel, allow setting KERNEL_SYSLOG_LEVEL to one of
the traditional syslog loglevels: emerg, alert, error, warning, notice,
info, debug (when not specified, iptables defaults to warning with the
LOG target). LP: #1769477
