Tested locally with both of them.

$ ./end-to-end.sh actions_teardown
$ ( cd ../runner ; make --always-make forgejo-runner ; cp forgejo-runner /tmp/forgejo-end-to-end/forgejo-runner )

Force pushed with not changes to trigger all CI. That won't verify the change but it will show that it does not break anything, because the test is not yet in end-to-end.
