Igor Benati currently works at the Research Institute on Sustainable Economic Growth (IRCRES), of the Italian National Research Council. He is interested in public policy analysis and evaluation and in their use in public administration. In particular, over the years, he has devoted himself to the study of socio-economic development policies and vocational training policies. Public managers play a central role in public administration to support the overall efficiency wi... more Public managers play a central role in public administration to support the overall efficiency with appropriate public policies. In several countries, the public considers the central government senior managers overpaid. These executive compensations tend to be considered disproportionate and in-equitable in relation to the activity and results of public managers. A growing literature has analysed the possible determinants and consequences of higher levels of compensation in public and private organizations. However, a main question unknown is how the levels of compensation of public managers are related to the capacity of the government to effectively formulate and implement sound policies. The findings of this study, based on OECD and World Bank data, show that the government effectiveness and regulatory quality of nations seem to be negatively associated to high levels of compensation for central government senior manager, standardized with GDP per capita of countries. The paper presents an impact assessment of vocational training courses, which the Piedmont Region... more The paper presents an impact assessment of vocational training courses, which the Piedmont Region co-financed by the ESF, both discussing the methodological feasibility and proposing a quasi-experimental evaluation strategy based on the medium-term job placement of vocational training students. The authors illustrate the operational design and the implementation of the assessment, with particular attention to the identification of a proper control sample, finally identified on the basis of the course noshows and drop-outs. The paper proposes an accurate description of gross and net impact evaluation strategies. The gross impact evaluation is carried out through an analysis of the employment outcomes in the mid-term, while the net impact is estimated through net employment differentials between the main and the counterfactual sample, as well as through a multivariate probit analysis, which investigates the effects of individual characteristics on the probability of being employed a year later the end of the course. The selection bias problem is discussed, illustrating the strategy adopted to identify and counteract its effects. In conclusion, the authors distill this research experience through a series of lessons learned about both the methods and the evaluation assessment of training effectiveness. The relation between COVID-19 vaccinations and public governance to improve preparedness of next pandemic impacts and crisis management: a global study

The goal of this study is to analyze the relationship between COVID-19 vaccinations and public go... more The goal of this study is to analyze the relationship between COVID-19 vaccinations and public governance performing a global analysis of more than 110 countries worldwide. Methodology applies the Independent Samples T-Test that compares the means of two independent groups (countries with high/low level of vaccinations) to determine whether there is statistical evidence that the associated population means of indicators of public governance are significantly different. Findings suggest that high levels of governance can support a better function of health systems in the rollout of vaccinations to cope with COVID-19 pandemic crisis. This study may assist long-run policy of governments to improve good governance and health systems of countries in order to reinforce the preparedness to face next pandemic threats and in general future crisis management in society.

This study analyses a prominent case study given by Italy, one of the first European countries to be damaged by the impact of COVID-19 pandemic in early 2020. Il caso proposto e quello dell’indagine di Placement della Formazione Professionale in Regione Piemonte, svolta dal 2011 al 2014. Attraverso una lettura diacronica dei quattro rapporti annuali del Placement , vengono presentate tre dimensioni di analisi che si giovano del confronto intertemporale, rispettivamente connesse alle dinamiche finanziarie, degli esiti occupazionali e degli impatti netti. L’articolo, individuando le principali evidenze emergenti dalle diverse dimensioni d’analisi, discute gli apprendimenti prodotti dalle stesse in termini metodologici e di policy.

In che misura la formazione professionale ha un'effettiva valenza occupazionale? Quali formati trovano più facilmente lavoro? Questi sono alcuni dei quesiti tipici ai quali un policymaker informato deve dar risposta per valutare le attuali politiche formative e riprogrammare quelle future. Gli esercizi di valutazione che tentano di soddisfare queste domande nel nostro Paese crescono, di anno in anno, in numero ed affidabilità. La Regione Piemonte, in particolare, registra una singolare produzione di lavori in questo settore. A CPS supports decision-making of management directed to accomplish strategic targets and satisfy stakeholders in competitive contexts.

However, these interpretative models seem to be elusive because they do not consider all the elements of rewards system within public administration. The goal of this paper is to suggest a new classification considering formality, tangibility and also legality in order to create a comprehensive interpretative model in public sector. This theoretical framework begins the process of clarifying and generalizing, as far as possible, the manifold elements of rewards system in public administration to lay a foundation for the development of more sophisticated taxonomies and theories directed to fruitful management implications.

Literature of public administration categorizes rewards with some dimensions, such as formality, tangibility, measurability, etc. However, these interpretative models seem to be incomplete because they don’t classify all the elements of rewards system within the domain of public administration. The purpose of this paper is to systematize the categories of rewards in a new taxonomy that also considers the dimension of legality in order to create a comprehensive interpretative model in public sector. This theoretical framework here may be applied to analyze many elements of rewards system in public administration in order to support fruitful management implications. Moreover, this study begins the process of clarifying and generalizing, as far as possible, the manifold elements of rewards system in public organizations to lay a foundation for the development of more sophisticated taxonomies and theories.

A vast literature in the field of public organizations has analyzed several factors of the compen... more A vast literature in the field of public organizations has analyzed several factors of the compensation of government senior managers. However, the institutional factors associated with high levels of compensation of public managers are hardly known. In particular, studies about the possible relation between factors of governance and compensation of public managers are scarce. The statistical evidence here reveals that in the OECD countries, high levels of compensation for central government senior manager (standardized with GDP per capita) seem to be associated with low government effectiveness, low regulatory quality, low freedom, low rule of law and control of corruption (in short, bad governance). These results suggest insights for general reforms of governance aimed to support equitably levels of compensation of public managers and efficiency of public institutions.

The purpose of this paper is to systematize the categories of rewards in a new taxonomy that also considers the dimension of legality in order to create a comprehensive interpretative model in public sector. This theoretical framework here may be applied to analyze many elements of rewards system in public administration in order to support fruitful management implications. Moreover, this study begins the process of clarifying and generalizing, as far as possible, the manifold elements of rewards system in public organizations to lay a foundation for the development of more sophisticated taxonomies and theories.

In several countries, the public considers the central government senior managers overpaid. These executive compensations tend to be considered disproportionate and in-equitable in relation to the activity and results of public managers. A growing literature has analysed the possible determinants and consequences of higher levels of compensation in public and private organizations. However, a main question unknown is how the levels of compensation of public managers are related to the capacity of the government to effectively formulate and implement sound policies. The findings of this study, based on OECD and World Bank data, show that the government effectiveness and regulatory quality of nations seem to be negatively associated to high levels of compensation for central government senior manager, standardized with GDP per capita of countries. A vast literature in the field of public organizations has analyzed several factors of the compen... more A vast literature in the field of public organizations has analyzed several factors of the compensation of government senior managers. However, the institutional factors associated with high levels of compensation of public managers are hardly known. In particular, studies about the possible relation between factors of governance and compensation of public managers are scarce. The statistical evidence here reveals that in the OECD countries, high levels of compensation for central government senior manager (standardized with GDP per capita) seem to be associated with low government effectiveness, low regulatory quality, low freedom, low rule of law and control of corruption (in short, bad governance). These results suggest insights for general reforms of governance aimed to support equitably levels of compensation of public managers and efficiency of public institutions.
