- Upload
woocommerce-coupon-user-managementto the/wp-content/plugins/directory - Activate the plugin through the ‘Plugins’ menu in WordPress
- Go to Coupons section in WooCommerce and attach user(s) to coupons

I can’t understand why woocommerce isn’t able to do it itself.
