Both sets have one common characteristic, besides a high frequency of invalidity, and that is the failure to make any serious effort a a plausible analysis of the concept of 'value judgment', one that will apply to some of the difficult cases, and not just to one paradigm. Although the problem of definition is in this case extremely difficult, one can attain quite useful results even from a first step. The analysis proposed here, which goes somewhat beyond that first step, is still some distance from being satisfactory. Nevertheless, we must begin with such an attempt since any other way to start would be laying foundations on sand. And we'll use plenty of prescientific examples, too, to avoid any difficulties with irrelevant technicalities. Aswe develop the definitions and distinctions, we'll begin putting them to work, so that we will almost complete the argument while seeming to be just straightening out the concepts. For this is really an area where the problem is a conceptual one, rather than an empirical or inferential one.

"Why does running an electronic journal need any money? After all, there are no costs for printing or for distribution. The primary cost is paying for the 'backroom' services of copy-editing, massaging articles into the standard SocResOnline format, arranging for referees' reports, sending out books for review and so on. This is skilled administrative work and we cannot impose on academics to do it and, if we did, it would not be done well. The journal needs to employ an editorial assistant to do this work. In addition, editing a journal like Sociological Research Online is a substantial task and it's only fair for the editor's department to receive some compensation for the time it takes. Then in addition there are the incidental expenses: postage, telephone, stationery etc. Without eLib (support after August 1998, we need to find a way of obtaining a reliable income. At the same time, the journal needs to continue to be accessible and affordable to its readership all across the world. How to achieve this has been the major concern of the journal's Management Board for the past year. We have started charging a subscription to institutions from August 1998. A subscription (set at £126 ($US256) plus tax where applicable) will give everyone accessing the journal through the subscribing institution free entry to the journal and its archive of past issues.

The current state of teacher personnel, policies is that they are reasonably fair to teachers and extremely unfair to students, parents, and taxpayers. They protect all teachers, but they excessively protect the incompetent teacher. A system of strict performance evaluation must be developed that replaces the system of teacher evaluation based on classroom observations by an administrator. Such a new system would not make use of observations because they represent a small, unrepresentative saaple from a biased observer. The new system would only use facts about' t'le teacher that demorstrably bear on validated job requirements: (11\ some estimate of the amount learned by the students: (21 a reliable judgement of its quality; and (3) a guarantee of the legitimacy of,the teaching process. Teacher performance in the elementary.gradel would be measured by pre/post testing, and in the secondary grades by similar testing and/or student evaluations. Teachers who are consistently about two standard deviations off the norm would be subject to a warning and eventual dismissal. This system insures fair treatment and good teaching.

A group of hard-nosed scientists who have been studying the major commercial weight-loss programs... more A group of hard-nosed scientists who have been studying the major commercial weight-loss programs recently reported their disappointment that the proprietors of these programs refuse to release data on attrition. The evaluators, though that's not the label they use, think it's obvious that this is a-or perhaps the-key ratio needed to appraise the programs, and one that the FDA should require them to release. On this issue (possibly for the first time in my life), I find myself taking sides with the vendor against the would-be consumer advocate, and I think the issue has extremely general applicability. My take is that the key issue is whether the program, if followed, will produce the claimed results; and that following the program is (largely but not entirely) a matter of strength of will. Failure to stay with the program-that is, attrition-is therefore (largely but not entirely) a failure on the part of the subject not the program, and the program should not be 'charged' with it. First, here's why I think this is a very general problem that we need to deal with, in evaluation overall, not only in program evaluation. Think about the evaluation of: any chemical drug abuse program; twelve step programs like AA for alcohol and gambling abuse; distance or online education; continuing education of any kindthis clearly applies to all of them. Now it also applies in some important cases outside program evaluation, ones that you might not think of immediately. There are already a great many bodies devoted wholly or partly to c=itical scrutiny of California... more There are already a great many bodies devoted wholly or partly to c=itical scrutiny of California higher education. But it is easy to prove that their combined effort provides only the most superficial evaluation, answering almost none of the basic questions that concern legislators, taxpayers, prospective students, parents and future employers. This report first discusses the grave deficiencies of the present situation, and then reviews the remedial options available. It includes a look at the evaluation situation in higher education and some reference to relevant literature. The point of view of this paper is that good evaluation procedures are necessary for diagnosing the state of California higher education and can, when installed, provide an immense boost towards improvement. There is stress on the beneficial interaction between the evaluation system and the system being evaluated.

These senses are not sharply distinct from each other, but are distinct from 'interdiscipline' meaning a compound approach drawing from or working in the boundary area between two or sometimes more other disciplines; and from 'multidiscipline' meaning a compound approach involving more than two other disciplines. 1 In more detail:
