role according to the national Strategy. The data was analyzed using documentary
research in research paper legal provision and national Strategy about VILLAGE
HEADMAN additional with interview. The purposes of this study were answer
questions which are role of VILLAGE HEADMAN in implementation of national
Strategy including challenges and possible in a role according to the national Strategy.
The role of the village headman is still working and still important from the past
until now. Even if against the current or change in administrative structure that affects
the career security of the village headman always. The duration is a reflection that the
headman village headman remains an important intermediary between the state and
villagers all the time. When analyzing the 20 year national strategy that the state
wants to achieve. The state need to coordinate work with the village. Because of the
headman gave the leadership of state policy to the people and area to achieve
concrete practice and the results are expected by the state. The author proposed the
mechanism of the village headman will drive the national strategy in 6 practices.
1) Acting as village headman, who must perform the task as required by law.
2) Mechanism to create a common communication space. 3) A major institution of
the comma to participate in the integration of national strategy, provincial strategy and
village development plan and manage activities in the village or space to provide
consistent integration. 4) Leadership role to maintain public order linking national
security strategies. 5) Mechanisms that exist in relation to bureaucracy and
government’s politics 6) The use of the village committee mechanism, use of existing
mechanisms to support the national strategy, That the six above. Village development
is a collaborative development and share responsibility and work together. Make a
commitment with people in the village by working together to develop a place to live.
It can be said that the village committee mechanism is the result of the bureaucratic
system that needs to be deeply rooted in the village community. Therefore, for this
reason, the headman village headman is an important mechanism to propel the
national strategy.
