Version Zero launched Mapa dos Transportes Públicos da Cidade de Maputo

Version 0/zero of the map was released in September 2016.

The Map changed its name to “Transportes Públicos da Cidade de Maputo” from “Chapas to Mapa” after  being endorsed from the Maputo City Council.

It is version Zero because it is in a phase allowing people and stakeholders to comment and contribute.

Xapas Theatre piece!

The last monday I went to theatro to wath “Xapa 100 (My Love)”. Is a piece about the day to day of the Chapas and his workers and users in a humor tone.
After seen I could confirm how integrate is the Chapa in a Mozambicane culture and habits. This play collect most of the aspects I seen in a fieldwork: relationship between driver and conductor; relationship of them with the owner of the Chapa; some gender abuses; the paviments holes; the traffic jumps; the line of customers waiting; the accidents, the increase of price of petrol; etc…

Summarizing first months

What we do?

  • The main thing is that we get the total complicity and support of RUth in different ways:
    • support to call, contact and meeting to all the stakeholders they know (in fact, almost all there are);
    • compromise to find the rest of the money to pay the produce the map;
    • agreement to  advice (payment) them about sustainable policies and praxis and collaborate in some of their actions:
      • “Marcha por transporte com qualidade”,
      • “Conferencia: Mobilidade em países em desenvolvimento. Experiencias en Áreas Metropolitanas” ,
      • Petição publica por um crescimento com qualidade de vida para Maputo” (contents and design of campaign)
      • Position about the new reestructure of a few neighborhoods and the mobility implications
      • Help in their presence in FACIM, International International Economic Fair in Maputo about Mozambique with the object: “Facilitate the potential and economic sustainability in the Greater Maputo Region through a public transportation system efficient and effective”
    • Support in a new project exclusive for urban mobility call “Vivacidade”
  • This perspective of more time to work, maybe 2 or 4 months more, change the schedule. Consequence: I dedicate more time to make a general overview and talk with the stakeholders and less time to fieldwork.

What result we had?

  • Better and extend perspective about the situation of mobility in Maputo and Mozambique.
  • Agreement for produce the map with RUth and other funding organizations.
  • “15%” of more information of “chapas” routes to make the map
  • Funding for 2-4 months of work in Mozambique
  • Made our project better known in Maputo for a lot stakeholders

What we wait for the next months?

  • Finish the collect of the data about “Maputo city” routes to produce the map.
  • With 4 months more, finish the production of the Map.
  • Be useful for RUth to make their global posture for Sustainable Mobility of Big Maputo: “VivaCidade” project; posture about process of BRT integration; posture about the restructure of the marginal neighborhood.
  • Let the agreements with some stakeholders to make a deep research about paratransit in emerging cities under a new funding.

Meeting with UN-Habitat

The last week Joaquin had a meeting with an official of UN-Habitat. UN-Habitat is an agency of the United Nations that deals with sustainable urban development. Joaquin was representing the ‘Chapas’ team and Rede Uthende. The aim of the meeting was to establish a joint collaboration and discuss the chapas initiative. UN-Habitat Mozambique was supportive and we are grateful for their help. It is a good first step for the Chapas project and we look forward to future collaboration. We are hoping that UN-Habitat can support the coordination between Planning Policies and Transport Policies in Mozambique, mainly by acting as a platform to gather key stakeholders. UN-Habitat wrote a very good and complete document call “Planning and Dissing for Sustainable Urban Mobility”, published in 2013. This handbook highly recommends a multi-level coordination.

Joaquin has noticed that Maputo has changed since he last came six months ago. Overall, there has more cars, noise, and traffic jams. This impression was confirmed by the fieldwork. People spend more time waiting for their bus and block in traffic inside a Chapas, whilst many vehicles are driven by sole drivers. Does it sound familiar to some?
This is a usual situation in developing countries. As growth increases so does the need to move people and goods. The transport system in Maputo is changing.
Traditional and informal modes of transport still exist, such as the open-trucks, called “My love”, because of the promiscuity between people seating at the back.

Maputo is at an initial stage of development and has the opportunity to develop in a sustainable and unique way. Why is it the right time?
Four important elements:

– Is not yet a megacity, there are only 2 million inhabitants in the metropolitan area.
– There are not many cars yet, no more than 60 cars/1000 inhabitants. For example, in London there are more or less 350 and in Barcelona 470 cars per 1000 inhabitants.
– The density of population is low, with 3155,74 hab/km² (London have 5285 hab/km² and Barcelona 16 411,99 hab./km²)

On the other hand, there are some important threats: the inequality of the development, the car being an attractive symbol of growth, the economic and personal interests of a wealthy minority, etc…

Maputo has a lot to win if the city tries to configure a new way of development. It could become an attractive city, without traffic jam, noise and pollution.
