Version 0/zero of the map was released in September 2016.
The Map changed its name to “Transportes Públicos da Cidade de Maputo” from “Chapas to Mapa” after being endorsed from the Maputo City Council.
It is version Zero because it is in a phase allowing people and stakeholders to comment and contribute.

They summarized the first months of our activity in Maputo from June.
The last monday I went to theatro to wath “Xapa 100 (My Love)”. Is a piece about the day to day of the Chapas and his workers and users in a humor tone.
After seen I could confirm how integrate is the Chapa in a Mozambicane culture and habits. This play collect most of the aspects I seen in a fieldwork: relationship between driver and conductor; relationship of them with the owner of the Chapa; some gender abuses; the paviments holes; the traffic jumps; the line of customers waiting; the accidents, the increase of price of petrol; etc…

The last week Joaquin had a meeting with an official of UN-Habitat. UN-Habitat is an agency of the United Nations that deals with sustainable urban development. Joaquin was representing the ‘Chapas’ team and Rede Uthende. The aim of the meeting was to establish a joint collaboration and discuss the chapas initiative. UN-Habitat Mozambique was supportive and we are grateful for their help. It is a good first step for the Chapas project and we look forward to future collaboration. We are hoping that UN-Habitat can support the coordination between Planning Policies and Transport Policies in Mozambique, mainly by acting as a platform to gather key stakeholders. UN-Habitat wrote a very good and complete document call “Planning and Dissing for Sustainable Urban Mobility”, published in 2013. This handbook highly recommends a multi-level coordination.
Joaquin has noticed that Maputo has changed since he last came six months ago. Overall, there has more cars, noise, and traffic jams. This impression was confirmed by the fieldwork. People spend more time waiting for their bus and block in traffic inside a Chapas, whilst many vehicles are driven by sole drivers. Does it sound familiar to some?
This is a usual situation in developing countries. As growth increases so does the need to move people and goods. The transport system in Maputo is changing.
Traditional and informal modes of transport still exist, such as the open-trucks, called “My love”, because of the promiscuity between people seating at the back.
Maputo is at an initial stage of development and has the opportunity to develop in a sustainable and unique way. Why is it the right time?
Four important elements:
– Is not yet a megacity, there are only 2 million inhabitants in the metropolitan area.
– There are not many cars yet, no more than 60 cars/1000 inhabitants. For example, in London there are more or less 350 and in Barcelona 470 cars per 1000 inhabitants.
– The density of population is low, with 3155,74 hab/km² (London have 5285 hab/km² and Barcelona 16 411,99 hab./km²)
On the other hand, there are some important threats: the inequality of the development, the car being an attractive symbol of growth, the economic and personal interests of a wealthy minority, etc…
Maputo has a lot to win if the city tries to configure a new way of development. It could become an attractive city, without traffic jam, noise and pollution.
