Dr. Mahmud Pinga is a teacher in the Department of Educational Foundations, Faculty of Education, Benue State University, Makurdi. He earned his first, second and third degrees from the same institution. His PhD was completed within an impressive record time of three years. This prompted the University to offer him a teaching position in 2019. He hails from Guma Local Government Area of Benue State, Nigeria. His master’s and PhD Degrees are in Educational Management, and he specializes in Education in Emergency. Mahmud Pinga holds the title of Doctoral Fellow Institute of Global Peace and Conflict Management and is a Certified Peace and Conflict Consultant (CPSC). He’s also a member of the Commonwealth Council for Educational Administration and Management (CCEAM), Nigerian Association of Educational Administration and Planning (NAEAP), and member, Association of Nigerian Teachers (ASSONT). Dr. Mahmud Pinga worked at the Benue State Board of Internal Revenue from 2012 to 2014 and at the Benue State Ministry of Education from 2015 to 2019. He has experience as a facilitator with NTI and UBEC/SUBEB and is emerging as a promising researcher with a substantial portfolio of both national and international publications. He has authored more than 50 publications, which have been recognized by the World Research Library. He is currently serving as a Programme Examination Officer (Educational Management) and has also acted as the secretary for the task force committee on the 18th to 21st combined convocation of Benue State University, Makurdi. He is married to Esther Seember Pinga and the marriage is blessed with three wonderful children.

The study investigated the influence of quota system and catchment area policy on students' admis... more The study investigated the influence of quota system and catchment area policy on students' admission processes in public universities in North Central Nigeria. Two research questions guided the study and two hypotheses were tested. Descriptive survey design was adopted for the study. The population of the study comprised 17,240 respondents from thirteen public universities. A total of 862 respondents from six public universities were sampled using a multi-stage sampling procedure (purposive and proportionate stratified random sampling techniques). A 4-point structured 10-item rating scale questionnaire titled Quota System and Catchment Area Policy and Admission Questionnaire (QSCAPAQ) was developed by the researchers and used for data collection. The data collected were analyzed using mean and standard deviation to answer the research questions, while Regression Analysis was used to test the hypotheses at .05 level of significance. The findings of the study revealed that quota system and catchment area policies have significant influence on students' admission processes in public universities in North Central Nigeria. The study concluded that these policies provide citizens and groups with a sense of equal representation and participation. However, in achieving excellence, the universities should encourage universality that will foster respect and integrity; promote equity and justice; as well as provide fertile ground for the federal character principle and other national policies. It was recommended among other things that, to enhance access to university education, the quota system and catchment area policies or locality discrimination should be reviewed to liberalize the admission process and encourage hard work among students.
