This study is a review of the challenges of policy implementation in Nigeria with particular reference to the case of monetization policy. The paper adopted theoretical model that hinged on input-output models and analysis of observed cases as its methodology. The findings inter-alia was that the aim of the policy had not been realized as it had not succeeded in reducing the cost of governance. Secondly, effective implementation of the policy was hampered by the paucity of funds. Thirdly, poor planning, corruption and poor mobilization of funds added to lack of political-will were the causes of the failure in implementation of the policy and other policies of government. As a remedy, it is recommended, among others, that for the full realization of the policy, its implementation ought to have been staggered for convenience of funding and monitoring; that for the policy to have the desired impact on the economy, it must be allinclusive at both state and local government levels, and also the private sectors. However caution should also be exercised in the threatened retrenchment of staff as it could exacerbate the level of unemployment and poverty in the country.

Although policy capacity is among the most fundamental concepts in public policy, there is considerable disagreement over its definition and very few systematic efforts try to operationalize and measure it. This article presents a conceptual framework for analysing and measuring policy capacity under which policy capacity refers to the competencies and capabilities important to policy-making. Competences are categorized into three general types of skills essential for policy success-analytical, operational and political-while policy capabilities are assessed at the individual, organizational and system resource levels. Policy failures often result from imbalanced attention to these nine different components of policy capacity and the conceptual framework presented in the paper provides a diagnostic tool to identify such capacity gaps. It offers critical insights into strategies able to overcome such gaps in professional behaviour, organizational and managerial activities, and the policy systems involved in policymaking.

Policy coordination is one of the oldest challenges for governments, but has become even more important as the problems confronting governments change, and the ideas of "New Public Management" are diffused. This paper examines the causes for coordination problems and the mechanisms that may be available for improving coordination. It concludes by discussing the limits on coordination as a solution for the problems of governing.

The research work focused on the problems and prospects of selection and acquisition of information resources in the Federal College of Education Library Obudu, Cross-River State. Six research questions were formulated to guide the study. The population used for the study was all the staff of the College library and all heads of department in the five schools of the college which comprises of seven (7) heads of units/sections, one (1) acquisition librarian, nineteen (19) professional librarians working in the library and twenty (20) heads of departments, four (4) in each of the five (5) schools in the college bringing a total number to forty-seven (47) staff. The entire population was also used as sample for the study. The descriptive survey design was adopted for the study. The instrument used to collect data was the questionnaire which was designed for library staff to enable the researchers to obtain a balanced view of the responses. Data collated was analyzed in line with the research questions by generating frequencies, tables and percentages. The responses attested that, there are problems of inadequate funds, high cost of foreign materials, lack of acquisition policy, poor quality of locally published materials, poor bibliographic control, lack of qualified man-power and poor management of funds are the main problems that impede effective selection and acquisition of information resources in the library. Based on the findings, it was recommended that provision of adequate funds, formulation of selection and acquisition policy, provision of grants to indigenous publishers, provision of bibliographic tools, recruitment of more qualified personnel and proper management of funds will enhance effective selection and acquisition of adequate information resources in the library.

ABSTRACT
This study examined the Value of Polytechnic Libraries in North Central Zone. Survey research Technique Utilized and the sets of structured questionnaire were the major instrument used to collect data from 100 respondents out of which 80respondents giving a response rate of 80% and respondent from Selected Polytechnic Librarians giving a response rate of 100%. The study revealed that, textbooks, journals, dictionaries, encyclopedias, newspapers, magazines, CD ROMs, internet and conference proceeding were readily available. Similarly, reference services, circulation services, current awareness services, photocopy services, selective dissemination and internet services were available. The study also revealed that, textbooks, journals, newspaper, CD-ROMs and internet resources were often used while dictionaries, encyclopedias, conference proceedings, government publications and magazines were sometimes used. Services such as reference, internet and photocopy services were very often used while current awareness services and selective dissemination of information were sometime used. The study also examine the rate in which library resource are valuable in accomplish user task, user  respondents were extremely useful. The study further revealed that, user were not satisfied with the resources and services offered in Polytechnic Libraries in North central except reference and photocopy services which respondents were very satisfied. The study identified problems encountered in the provision and utilization of information resources and services to include inadequate funds, inadequate ICT skilled personnel, lack of current awareness services and lack of selective dissemination of information.    Recommendations were made based on the identified problems. This study investigates the influence of social networking sites on information service delivery to students of Asom Bur library of university of Mkar. Five objectives and five research question guided the study. The descriptive survey research was adopted for the study. A total of 958 registered users of Ason Bur learning resource center (library) of university of Mkar constituted the population of the study. A sample size of one hundred and sixty (160) students were randomly selected from the entire population of the study using proportionate random sampling technique. A self-developed questionnaire was used to obtain information. Data collected were analyzed using mean scored and standard deviation. Finding revealed that, high percentage (50%) of the students mainly use social networking sites for social activities, only 20% percentage of the population use social networking sites for education. Findings further revealed that to benefit the rich potentials of social networking sites, students should spend less time socializing on them and utilize them for more for school  related activities and worthwhile events. It was also recommended that the university management through the library should encourage the students in the use of other social networking sites like Skype, LinkedIn, my space, google classroom and zoom meeting so that their knowledge will be widened, Students should include the use of google classroom to the list of social networking sites they explores so as to reap its benefits. Though students use social networking sites frequently (daily and weekly), care must be taken to avoid them from using them when lectures are on-going. This will help to curb the extent to which students are distracted during lecture periods. The university library through the library should encourage other methods of service delivered to student such e-books, posting photos, videos, voice over protocol and others. Also The University management through the library should ensure the provision of basic information needed by academic community, faster and effective information service delivery, independent and life-long learning and provision of information necessary to improve quality of teaching.

This study is geared towards “Effect of Reading Habits on Senior Secondary Schools” Students’ Achievement In Gboko Local Government Area of Benue State” using a survey design and a sample of four hundred and twenty eight (428) students randomly selected from ten secondary schools in Gboko Local government Area. The researcher conducted from research questions were drawn to guide the study and twenty items/questionnaire was analyzed using mean and standard deviations. The result showed that some variables such as lack of competent teachers, inadequate use of different reading strategies inadequate utilization of instructional material as well as background of parent are factors responsible for students’ poor performance. Based on the findings of this study, some educational implications were proposed and recommendations were made.

Academic libraries collect materials to support the teaching and research objectives of their parent bodies. The library serves both the teaching and non-teaching staff of the university, college of education, polytechnic and researchers from other academic institutions and students. This paper was able to the purpose of academic library; the function of university libraries and finally, the paper highlighted the functions of college libraries.

The effectiveness of a library service is now largely depends upon the Information and
Communication Technology (ICT). Bibliographic utility is a necessary prerequisite for effective
library consortia which is a paradigm shift from the concept of individual ownership to a collective
access of distributed network resources and knowledge. However, the aim of consortia to reflect
a real transformation from library self-sufficiency to collaborative resource sharing by libraries
is not fully exploited despite libraries constantly grappling with ever-escalating cost of scholarly
resources and budgetary constraints. This paper attempt to explore the gradual advancement of
services offered by bibliographic utilities in Nigeria, among which include; Web-based Services,
Online Public Access Catalogue (OPC), Digital Reference Services ,Current Awareness Service
(CAS), Selective Dissemination of Information (SDI), Search Engine Services, Co-operative
Acquisition, Cooperative Storage and Union List of Serials and Bibliographies. The paper also
identified service of bibliographic utilities across the globe which include: WorldCat, Cataloguing
process, FirstSearch, Interlibrary Loan Service (ILL), Digital and Preservation Resources,
OCLC-Produced Databases. The paper further critically examines the advantage of bibliographic
utility such as; Bibliographic utility network gives access to the world of knowledge through large
bibliographic databases contributed by a number of member libraries. Bibliographic utility
network provides tools to the member libraries for addition and modification of bibliographic
records, The functions of bibliographic utility networks include; To serve member libraries in the
region it operates with high-quality cataloguing information and related products or services for
resource sharing and cooperation, etc Literature reviewed indicated that significant bibliographic
utilities and integrated library systems are factors that shaped and developed consortia activities
in libraries. The paper also attempts to provide an insight into a new library consortia strategies
that integrates librarians into a system of sharing both resources and knowledge.

The primary objectives are to assess the impact of predictive analytics, user behaviour analytics, and workflow analytics on enhancing collaboration and leadership, as well as to identify the challenges faced in leveraging big data analytics effectively. Employing a mixed-methods design, data was collected from a population of library staff using a structured questionnaire and semi-structured interviews. A purposive sampling technique was employed, resulting in a sample size of 104 respondents who constituted the population of the study. Quantitative data was analysed using descriptive statistics of frequency counts and mean. The findings reveal that predictive, user behaviour and workflow analytics significantly enhance collaboration and team leadership management. Conversely, limited technical infrastructure, privacy concerns, lack of data literacy, financial constraints and organizational resistance were some of the challenges encountered by library staff in leveraging big data analytics for enhanced collaboration and team leadership management. In conclusion, while big data analytics presents opportunities for improved collaboration and leadership, significant barriers must be addressed. Recommendations include investing in advanced analytics tools, expanding user behaviour analytics, optimizing workflow processes and implementing strategies to overcome identified challenges.
