Adaptation and Mitigation Strategies for Climate Change, 2009
ABSTRACT Adaptive governance is a pattern that began to emerge from conflicts over natural resour... more ABSTRACT Adaptive governance is a pattern that began to emerge from conflicts over natural resources in the American West a few decades ago, as a pragmatic response to the manifest failures of scientific management. Around the turn of the twentieth century, “Scientific management aspired to rise above politics, relying on science as the foundation for efficient policies made through a single central authority – a bureaucratic structure with the appropriate mandate, jurisdiction, and expert personnel” (Brunner et al. 2005, p. 2).1 But during the last century it became increasingly clear that effective control was dispersed among multiple authorities and interest groups, that efficiency was only one of the many goals to be reconciled in policy decision processes, and that science itself was politically contested. Scientific management typically leads to gridlock in these circumstances. Adaptive governance addresses these twenty-first century realities by proceeding principally but not exclusively from the bottom up rather than the top down. Each local community can integrate scientific and local knowledge into policies to advance its common interest, recognizing that politics are unavoidable. Many communities working in parallel can harvest their collective experience, to make successful innovations anywhere in the network available for voluntary adaptation elsewhere, and to clarify their common needs for higher-level authorities. The emerging pattern of adaptive governance is not limited to natural resource problems.2

Recent advances in grid infrastructure and middleware development have enabled various types of a... more Recent advances in grid infrastructure and middleware development have enabled various types of applications in science and engineering to be deployed on the grid. The characteristics of these applications and the diverse infrastructure and middleware solutions developed, utilized or adapted by PRAGMA member institutes are summarized. The applications include those for climate modeling, computational chemistry, bioinformatics and computational genomics, remote control of instruments, and distributed databases. Many of the applications are deployed to the PRAGMA grid testbed in routine basis experiments. Strategies for deploying applications without modifications, and those taking advantage of new programming models on the grid are explored and valuable lessons learned are reported. Comprehensive end to end solutions from PRAGMA member institutes that provide important grid middleware components and generalized models of integrating applications and instruments on the grid are also described.

This study aims to integrate scientific knowledge from a variety of disciplines with local experi... more This study aims to integrate scientific knowledge from a variety of disciplines with local experience to describe, contextually and in detail, the impact of flood events on the community of the Alpine Shire and current mitigation efforts to alleviate and reduce these impacts. The Myrtleford Floodplain Management Study was the cornerstone of the strategy to address the goal of reducing flood damage in the community. It was found that the most consequential deficiencies in the Myrtleford flood mitigation scheme decision process are related to flaws in four elements of the process: the articulation of goals; the development of appropriate knowledge support; the effectiveness of promotion; and the ability to move from invocation to application. The Alpine Shire can be used as a microcosm that can represent adaptation challenges in other communities to climate change and extreme events. This research contributes to the development of the conceptual and analytical framework of integrated assessments, while making concrete contributions to the development of adaptive policies in Alpine Shire.

A problem-oriented and interdisciplinary approach was employed at Alpine Shire, in northeast Vict... more A problem-oriented and interdisciplinary approach was employed at Alpine Shire, in northeast Victoria, Australia, to explore its tourism sector's contextual vulnerability and adaptability to stressors that include but are not limited to climatic change. Using a policy sciences approach, the objective was to identify factors that influence existing vulnerabilities and that might consequently act as barriers to effective adaptation. To do this, a particular focus was placed on identifying the underlying values embedded in social and decision processes and their role in shaping preferred adaptation outcomes. Analyses of social processes suggest that many threats, including the effects climate change, compete for the resources, strategy, and direction of local tourism management bodies. Many complex and interacting factors define the vulnerability and adaptive capacity of the shire's tourism sector to the challenges of global change, including local socioeconomic issues as well as exposure to external factors of macroscale. These issues represent more immediate concerns than future climate change scenarios, revealing an approximation of the common interest in working toward adaptation and sustainability.
