Today, the Kingdom of Norway is in first place among the developed countries. Economic development of every country depends on its political system and successful policy. Control over the budget is one of the main control of the parliament. The Norwegian parliament performs this function in two ways, through Constitutional and Scrutiny Commitee, and by the Office of the Auditor General . In its current form it originates from 1918, but the system of parliamentary-appointed "government auditors" is going back until 1814 and in the Constitution § 75 k has only been through minor changes. Here it is stated that it is up to the Storting to k. appoint five Auditors, who annual should go through the States accounts and announce extracts of the same by printing, the account shall therefore be communicated to those auditors within six Months after the Expiry of the Year, for which the Storting’s Appropriations are given, and to make Provisions in delivering the Scheme of Decision to the Decision Authority to Account Inspection

This paper analyses the relationship between control function of parliament and separation of powers and the relationship between parliament and executive. Parliamentary oversight is neglected area of research in many jurisdictions and there is very limited discussion on the area. So this is followed by a discussion on the constitutional and legislative framework of control and separation of powers. An attempt is made to outline the challenges of the parliamentary control. Examination of the parliamentary control from the position of the theory of division of powers is aimed in the first place at the analysis of controlling powers of the legislative bodies for determining the workability of the mechanism of checks and balances. As a result of this research it came clear that the essence of such a phenomenon as the parliamentary control is versatile. It may be viewed from different points of view, from different sides, through different specters, while doing it, other aspects of the phenomenon of the parliamentary control unknown before will come into view.

The article analyzes the laws and changes adopted in the Constitution of the Republic of Azerbaijan on 26 September 2016. The author notes that in the history of development of independent Azerbaijan, a very important stage of national development has passed. In this regard, it was necessary to make amendments and additions to the Constitution of the country. Amendments and supplements to the Constitution of the Republic of Azerbaijan are a logical continuation of past constitutional reforms in Azerbaijan. All reform initiatives come from the president and decisions made by the president were rapidly implemented. The introduction of amendments and additions to the Constitution on the establishment of the post of vice-president from the positions of the Azerbaijani statehood is a very important step.
