The area is in the north west entrance to the Valley of Mexico where all major land routes from the north and center of the country are located. For this reason, uncontrolled industrial growth has happened next to the Mexico Queretaro Highway, producing a major impact in the area of study. Industry has expanded on farmland, isolating the housing area and the historic core from their main communication roads and affecting environmental systems, particularly on its hydrology. A newly developed industrial zone (2015) that borders with the state park is a major concern, as it starts a trend for uncontrolled industrial development in both sides of the highway.

We provide reliable, recent and verifiable information on the topics analyzed and their implications with the design. There are general guidelines to generate alternative solutions for constructions in the short, medium and long term. Geodesign promotes a comprehensive, multidisciplinary and participatory regional and urban planning at the scale of neighborhood and city that takes into account the environmental balance and integral human development in the framework of climate change. It is also proposed to implement Bioclimatic Design based on the rational analysis of the specific climatic conditions of a place and the comfort requirements of its inhabitants to develop their activities in a sustainable, healthy, comfortable and safe way, consuming the minimum possible energy and resources.

This situation results in the fact that economically disadvantaged people cannot have access to comfortable and energy efficient environments. This problem becomes worse in the northern regions of the country, which require air conditioning, because of the dry warm climate, for several months of the year. A proposal of a technical standard about bioclimatic buildings for warm-dry climates is presented in this paper. Also, the process for its development is described. This involves monitoring and analysis of typical dwellings in Hermosillo city in northwest México, a hot-dry climate location. The proposed regulation aims to reduce the environmental impact of the construction industry and energy use in buildings, by incorporating mandatory, optional and incentivized requirements to improve energy efficiency and the building's habitability. The proposal develops a set of articulated provisions in three main areas: efficient energy use; environmental comfort; vegetation with low water consumption in urban areas. It is intended that these regulations will apply to all new buildings, expansions and major refurbishments, once they have been incorporated into municipal regulations.

However, his proposals have a deeply rooted regional and traditional knowledge. For Barragan, the existence of an international or even national architecture was absurd, because every region had to generate its architecture rooted on its time, culture, traditions, climate and materials. Barragan's approach to design comprehends all levels from the urban planning to interior details. A strong emphasis was given to the natural environment and the cultural context. There are several relevant issues related to passive design that we can identify in his work

The goal is to develop it as a Zero Energy Building with an autonomous photovoltaic system, water saving and treatment devises and full passive design. This will provide a double function as a "hands on" demonstration project for self sustainable buildings and the park's educational facility San Pedro National Park is one of the very few untouched natural sites in Mexico, due to its remote location and difficult access. It is an excellent opportunity for an autonomous building because the site is in the middle of the park with an extension on 70,000 hectares. There is not any town or village in a 70 Km ratio and the permanent population is composed only by the personal of the Mexico's National Observatory and the park's guards.
