Catalin Boja is a Lecturer at the Economic Informatics and Cybernetics Department at the Academy of Economic Studies in Bucharest, Romania. In April 2008 he has received, from the Academy of Economic Studies of Bucharest, his PhD diploma in the Cybernetics and Statistics field with a paper on Software optimization. He also has finished, in 2004, the Informatics Project Management Master program organized by the Academy of Economic Studies of Bucharest.
He is a team member in various undergoing university research projects where he applied most of his project management knowledge. Also he has received a type D IPMA certification in project management from Romanian Project Management Association which is partner of the IPMA organization.
He is the author of multiple journal articles and scientific presentations at national and international conferences.
His work focuses on the analysis of data structures, assembler, high level programming languages, computer security and improvement of software applications performance.

The paper describes the objectives, architecture of a collaborative distributed system used to an... more The paper describes the objectives, architecture of a collaborative distributed system used to analyze several economic indicators, as financial flows, goods and labor force movements, recorded at global and nationwide level. The results are used to validate the existence of economic clusters in some geographical areas or to indicate natural initiatives of clusters that have been sustained naturally by the existence of required economic conditions and factors without the direct intervention of public agencies. The paper describes the methodology for implementing such a project. The paper extends the idea of a single data processing and acquisition node to a distributed, collaborative system.

This paper is an extension to the "Distributed Parallel Architecture for Storing and Processing L... more This paper is an extension to the "Distributed Parallel Architecture for Storing and Processing Large Datasets" paper presented at the WSEAS SEPADS'12 conference in Cambridge. In its original version the paper went over the benefits of using a distributed parallel architecture to store and process large datasets. This paper analyzes the problem of storing, processing and retrieving meaningful insight from petabytes of data. It provides a survey on current distributed and parallel data processing technologies and, based on them, will propose an architecture that can be used to solve the analyzed problem. In this version there is more emphasis put on distributed files systems and the ETL processes involved in a distributed environment.

The quality characteristics of software applications are presented. Based on them, there are defined optimum criteria regarding minimization of processing volume and maximization of generality, problem to be solved and precision. There are described methods and techniques used to reach objectives that correspond with minimization of memory space and with minimization of processing volume through modifications of source code. There are taken into consideration the number of optimum criteria analyzed simultaneous and the characteristics of bicriteria optimization are defined. In order to analyze the effects of optimization process and to decide on optimal solution, a method for empirical analysis of results is defined.

The industrial cluster concept has become a subject of intense research studies and economic anal... more The industrial cluster concept has become a subject of intense research studies and economic analysis starting with the study conducted by Michael E. Porter regarding the competitive advantage of nations. This concept is an economic phenomenon that is placed in a competitive context in which many businesses simultaneously compete and collaborate to gain different economic advantages. The economic advantages of successful real economic clusters has proves an important reason for the increased attention that this economic model has received from the scientific community and the governmental structures. Despite the advances in cluster research, its model remains a complex one and something that it's hard to reproduce in a real economic environment. The paper highlights typologies of clusters, models of determinant factors and its characteristics by doing a survey of the cluster literature. The research is conducted starting with the analysis of the cluster concept, based on different accepted descriptions. From this point there are summarized the main characteristics and are described models of cluster determinants. The objective of the paper is to highlight the importance and advantages of clusters but also the complexity of the cluster model mainly because of its complex determinant factors.

Educational and research departments must capitalize funds provided by the European/international institutions and private companies, by supporting the creation of spin-off entities that will conduct technology transfer projects. These funds must be used to increase the quality of teaching and to improve research results by assuring the financial needs and technical resources of teachers (project based payments), students (scholarships projects) and the community (public available projects).
