La multiplication de l'intolérance et des conflits ethniques, religieux, politiques, et électorau... more La multiplication de l'intolérance et des conflits ethniques, religieux, politiques, et électoraux dans cette période de mondialisation et de démocratisation soulève des interrogations sur la corrélation entre la démocratie et la paix. Ces interrogations sont d'autant plus pertinentes que les conflits inter et intra états des années 1960 à 1980 ont refait surface avec plus d'acuité et sous des formes diverses. , etc. évoquent certes des cultures africaines mais aussi, ces pays et ces régions riment avec des guerres atroces, des déplacements constants de population, et avec la pauvreté. La liste n'est pas exhaustive mais elle traduit la contradiction la plus flagrante que vit l'Afrique. En fait, depuis la mort des partis uniques à la fin des années 1980 et l'échec de leurs programmes de développement, la démocratie est devenue la fonction première du discours social et politique en Afrique. Elle est vue comme la voie royale pour sortir du marasme économique et de la léthargie politique 1 des pays africains malgré les nombreuses aides financières et les programmes d'ajustement structurels des années 1980. La volonté de démocratie des africains explique mieux le retour du multipartisme entre 1989 et 1992. Depuis cette période, tous les acteurs politiques prétendent que la démocratie est l'objet principal de leurs idéologies et de leurs actions. Par exemple, les rebelles qui ont tenté de prendre le pouvoir ou qui ont déclenché des guerres civiles en Guinée Bissau, en Côte d'Ivoire, au Mali, et au Tchad pour ne citer que ces exemples, disent avoir agi au nom de la démocratie, comme pour se donner bonne conscience et s'attirer les sympathies des communautés nationales et internationales. Le renversement du Président Mamadou Tanja au Niger le 18 février 2010 est, selon les militaires, un acte de recadrage de la démocratie. De même, des régimes civils ou militaires au Togo, au Burkina Faso, à Madagascar, et au Gabon ont tripatouillé les constitutions pour prendre ou pour s'éterniser au pouvoir au nom de la démocratie. Il n'est point besoin de rappeler que les syndicats de travailleurs et d'étudiants, qui se sont dressés contre les pouvoirs africains au début des années 1990, ont revendiqué l'instauration d'un débat démocratique comme objet de leur lutte. En Côte d'Ivoire, la Fédération Estudiantine et Scolaire de Côte d'Ivoire prônait : « il n'y aura pas d'école nouvelle sans démocratie. » Pour avancer dans le débat, des esquisses de définition de la paix et de la démocratie sont nécessaires. Pour la paix, on pourrait commencer par la simpliste définition qu'en donne Houphouët-Boigny selon laquelle « la paix ce n'est pas un mot, c'est un comportement 2 .» Nonobstant sa superficialité, cette définition indique que la paix fait partie des concepts dont la valeur réside dans leur mise en application au quotidien. Une société est en paix lorsqu'elle vit dans le calme sans faire face à des troubles de nature à la désintégrer. Une société vit en paix quand ses membres peuvent s'organiser librement autour de valeurs matérielles et immatérielles dans lesquelles tous se reconnaissent et respectent. Dans une société en paix, il y a le respect du droit fondamental de tout individu à vivre, à se nourrir, à se soigner, à se former, à pratiquer sa religion, à penser, à s'exprimer librement, à résider, à travailler librement et à être justement
In 1990, the winds of changes, which blew from Eastern Europe spread fervently to Africa, where s... more In 1990, the winds of changes, which blew from Eastern Europe spread fervently to Africa, where students led the way in demanding the (re) introduction of multiparty systems, democratic rules, and eventually the improvements of education. Revitalized by the new international order and exasperated by deteriorating social conditions and increasing unemployment, students in West Africa initiated vast and violent movements, in which they coalesced with politicians and other organizations to advance social justice. The students posed both as factors of change but also as agents of the status quo or of regression. They helped liberate the political arena. But at the same time, unfortunately, they also perpetuated some of the problems they had fought against. Truly, the movements transformed the practice of politics in West Africa and refined the ways in which student unions functioned and related to states, governments, and political parties. The role of the students and their achievements made them participants into the world new social movements.
This paper reads recent African crises through the theories exposed in Albert Memmi's The Coloniz... more This paper reads recent African crises through the theories exposed in Albert Memmi's The Colonizer and the Colonized. Its aims are to discuss how Western European hegemonic thoughts are not foreign to the forces, which fueled them. Taking the examples of Cote d'Ivoire, the Arab spring, and especially the Libyan conflicts, the paper demonstrates that Eurocentrism and/or Euro-centered thoughts and values are still prevalent in the relations between African and Europe, especially between former colonial powers and the United States and former colonized nations. In order to elucidate European contemporary political thought, the discourses of La Baule in 1990, Sarkozy's Dakar speech of 2007, and Obama's Cairo and Accra speeches of 2009 are deciphered and paralleled to the methods that these world leaders resorted to for international peace. The paper reaches a set of conclusions. The first conclusion is that the mechanisms of oppression and colonialism have not faded away, despite more than fifty years of Africa's struggle to negotiate its autonomy. The second conclusion is that there is a huge discrepancy between the commemoration of African independences and the actual status of these independences. The third conclusion is that the events which characterized the year 2011 vindicate post-colonial theories in academia and in political circles, and in African political thoughts.
This paper uses a multi-paradigmatic approach to reflect on the status of multiparty politics and... more This paper uses a multi-paradigmatic approach to reflect on the status of multiparty politics and democratization in Côte d‟Ivoire between 1990 and 1999. It exposes two basic arguments which are that political instability in Cote d‟Ivoire sprang out of the initiation of multiparty politics and democratization and that political parties, leaders and masses were responsible for this instability for failing to invent a new political contract after 1990. The paper leans on political behaviors, discourses, and prevailing ideologies during the 1990s as variables of analysis and concludes that political changes took place without a prior education to empower the masses and to prevent ethnicity, corruption, and the military from impacting politics. The paper also concludes that multipartyism and democratization failed in Côte d‟Ivoire because of the prevalence of the one-party culture.

author, Ayi Kwei... more This paper explores the new Pan African and revolutionary vision of the Ghanaian author, Ayi Kwei Armah as it appears in Osiris Rising, a novel he published in 1995. My reading and analysis of the novel shows that with his treatment and his presentation of Africa, Armah marches away from the pessimistic tone that marked his previous novels. On the contrary Osiris Rising is overflowed with an optimistic mood that does not hide the roughness of the road for African liberation. Through hardworking and victorious characters, Armah traces the way and indicates the voice of the new emerging Africa. Thus, Armah initiates a new direction for the African novel and African arts in general. Osiris Rising is the precursor of the third generation of creative production, which will be marked with African-centeredness. Osiris Rising adopts an introverted and Africancentered approach to liberation by focusing essentially on Africa. The novel carries three aesthetical values. First, it offers an African examination of Africa. Second, it proclaims the assertion of Africa, and third it promotes the idea of African emancipation.
