Pedestrians are a vulnerable group of traffi c users who most o en suff er serious physical injur... more Pedestrians are a vulnerable group of traffi c users who most o en suff er serious physical injuries in collisions with motor vehicles, which very o en have a fatal outcome. The modern automo ve industry is inves ng great eff orts in the development of ac ve and passive protec on systems for all traffi c par cipants, including pedestrians. Pedestrian protec on is tried to be achieved by changing the shape of the front parts of the vehicle, by using plas c materials with higher deforma on poten al which, in collision with the body of the pedestrian, will spend most of the impact energy on its own deforma on and thus maximally spare the delicate biological ssue of the pedestrian. Instead of protruding, rigid metal structures of insignifi cant elas city and deforma on poten al, today's cars are characterized by appropriate body design, use of high elas city materials and deforma on of contact surfaces, specially shaped and integrated bumpers, elas c and raised bonnet, headlights integrated into the contour of the vehicle front which are capable of absorbing part of the impact energy. Modern research shows a certain effi ciency of these improvements on modern cars. Most of these studies are of the experimental type and are done in strictly controlled condi ons on dolls, o en commissioned and funded by wealthy automobile corpora ons, while there is less research in real fi eld condi ons. Recently, experiments have been made with tes ng the ac ve bonnet, the airbag under the bonnet, and the google model of gluing the pedestrian body.

The European Parliament and the European Council have adopted the Direc ve 2008/96/EC rela ng to ... more The European Parliament and the European Council have adopted the Direc ve 2008/96/EC rela ng to the safety of traffi c infrastructure. This Direc ve binds the EU Member States to implement the guidelines on roads comprising the parts of the Trans-European traffi c network, regardless of the stage those roads are in. EU Member States have a possibility to adopt the guidelines and regula ons from the Direc ve and build them into the na onal regula ons on parts of the roads that are not a part of the Trans-European roads. Based on the facts stated above, there is a research problem in a form of a ques on "Can the Direc ve 2008/96/EC be applied in the traffi c in Bosnia and Herzegovina?" i.e. are its guidelines implemented as a manner of approxima on with the EU regula ons, and what are the eff ects of its implementa on. This is a traffi c problem in its nature, closely related to road traffi c safety, and we fi nd the answer to the research problem in theore cal and empirical research in this area.

Traffi c accidents involving ar culated vehicles are characterized by severe consequences and gre... more Traffi c accidents involving ar culated vehicles are characterized by severe consequences and great material damage. Par cularly accidents involving ar culated vehicles such as tractors with semi-trailers have these aforemen oned characteris cs. In a large number of accidents involving these vehicles, the main cause of the accident is the human factor, while in others it may be caused by technical failure on the tractor or semi-trailer, road condi ons, unfavorable road characteris cs, etc., or a combina on of several condi ons. According to the NHTSA data, about 6 million traffi c accidents occur in the United States annually. Heavy goods vehicles are involved in about 10% of all accidents, of which more than 50% of accidents involve tractors with semi-trailers. Accidents involving tractors are caused by technical failure on vehicles in more than 30% of cases, which is signifi cantly higher than in traffi c accidents involving other types of vehicles. The most common form of these traffi c accidents is a semitrailer skid, also called jackknifi ng. This paper explains the most common causes of jackknife accidents, as well as the phenomenon that is closely related to this type of accident, which in theory is called trailer swing. Special emphasis is given to the methodology of technical inspec on of vehicles as a factor of preven ve ac ons in order to eliminate technical malfunc on of ar culated vehicles as the cause of the destabiliza on of tractors or semi-trailers.

Improving both the capacity and safety of roads requires, along with large financial investments, planning and developing new tools in order to ensure prevention of traffic accidents and mitigation of their consequences. Establishing a road safety system is based on detailed knowledge of the current safety of the road, as well as on implementing adequate countermeasures that would eliminate existing safety risks. For this, traffic safety tools used for assessing safety are very important, especially in the road design stage, as well during assessment of traffic safety on the existing road.

Sportski оbјеkat је grаđеvinа, оdnоsnо prоstоr (grаđevinski оbјеkаt, оdnоsnо dео ili urеđеnа pоvr... more Sportski оbјеkat је grаđеvinа, оdnоsnо prоstоr (grаđevinski оbјеkаt, оdnоsnо dео ili urеđеnа pоvršinа), nаmеnjеn sportskim аktivnоstima, kојi imа prаtеći prоstоr (sаnitаrni, gаrdеrоbni, sprеmišni, glеdаlišni) i ugrаđеnu оprеmu (grаđеvinsku i spоrtsku). Sport nije sam sebi cilj, on je sredstvo obrazovanja, vaspitanja, zabave, mode, statusnog simbola, egzistencije i biznisa. Svaki sportski događaj je ekonomski, prostorno, vremenski i kadrovski determinisan. Ima određen početak, trajanje, precizno definisane termine i sam završetak događaja. Završetak sportskog događaja najčešće predstavlja njegov vrhunac i podrazumeva posebnu ceremoniju zatvaranja manifestacije, ali i trenutak za najavu nove. U sportu je svaki završetak sportskog nadmetanja ujedno i početak novog izazova za države učesnice brojnih sportskih manifestacija na planeti Zemlji. Veliki sportski događaji podrazumevaju najveće svetske manifestacije koje su definisane brojem takmičara i posetilaca, ostvarenim prihodom i psihološkom odrednicom-događaj koji se mora videti ili događaj koji se ne može propustiti. Sportska nadmetanja, rezultati, podvizi i spektakli su inspirisali autore ovog naučno-stručnog rada, da predstave svoja mišljenja, interesovanja, zapažanja i istraživanja na velike investicije, ekonomske instrumente i moć država organizatora velikih takmičenja, da ostvare svoje grandiozne ciljeve, posebno u narednom periodu (Rusija, Katar). Naravno, autori ovog rada očekuju aktivnost ostalih učesnika naučnog skupa, koliko se oni slažu sa ovim razmišljanjima, ocenama i procenama.

Under the right circumstances, open and distance learning systems have proven that they can provide quality educa on and training to many people at lower unit costs than conven onal educa on systems. In remote or sparsely populated areas, it is not economically feasible to provide the full range of educa onal opportuni es and voca onal training through the conven onal ins tu ons. Video conferencing as a method of distance educa on enables learning and training to be delivered in a more effi cient and economical way. Due to the rapid development of technology, the idea that a student is trained as a young person for the same lifelong job is becoming less viable. Most people are likely to change the profession for at least two or three mes throughout their careers. This paper provides some technologies and standards used in video conferencing. In addi on, it outlines some basic types of video conferencing and equipment requirements.

Roadside objects have a major impact on the weight of a traffi c accident because they represent direct obstacles to the wandering vehicle, which in most cases will be stopped by a collision in one of them in the immediate vicinity of the road. Roadside objects can be of diff erent types and construc ons, concrete poles, public ligh ng poles, trees, inadequately installed rebound fences and unprotected petrol sta ons are only some of them. Therefore, the essence of this paper is to spot possible roadside objects on the observed road sec on, categorize them, and make sugges ons for short, medium and long term improvements. The greatest risks, dangers and consequences for the population and the environment are associated with the transport of hazardous goods. Today, numerous systems and software packages have been developed, the aim of which is to improve the performance of this type of transport and mitigate the consequences of possible accidents. By monitoring and adaptive management of the transport of hazardous goods in road traffic, the consequences of traffic accidents can be repaired more quickly and the movement of vehicles with hazardous goods can be directed to safer routes.

It is a system with several forms and can be defined by several parameters, but in large number of cities in the world it gains more importance in the PCTP system. This paper describes this system with its characteristics, i.e. its positive characteristics that lead to increased combined mobility of population in cities in the PCTP system, i.e. to decreased use of passenger cars.

Vehicle overloading is considered to be one of the biggest causes of damage to part of the road surface, especially with regard to the load-bearing road substructure. The focus of the research is the vehicle overloading on the roads of Bosnia and Herzegovina, with special emphasis on determining the type and degree of overloaded vehicles and determining the equivalence factor (EF). In the research phase, data from weighing control stations were used, taking into account the total weight of vehicles, the distribution of total weight on vehicle axles and the equivalent standard axle load for a particular vehicle type over a period of two years. Formally and legally, it is necessary to observe the institute rule of shared responsibility. Shared responsibility is an institute rule that marks the contribution of the aggrieved party to cause damage or to be greater than it would otherwise be. Within the framework of this paper, the model of traffic accident expertise in civil procedure is investigated, primarily from the aspect of the contribution of the inadmissible action of the aggrieved party in the occurrence of the accident or increase of the damage.

This paper considers the possibility of introducing toll collection in the Republic of Srpska. The goal of the developed model is to increase revenue, which could be directed to the sustainable development of transport in the Republic of Srpska. The selection of a toll collection system has been made taking account of: economic, traffic, technical, organizational and exploitation criteria. Multiple-criteria approach has been applied together with the Analytic Hierarchy Process.

By using new solutions in traffic demand management in small and medium-sized cities, which do not have an efficient PUPT system, in combination with paratransit systems, we can significantly increase the combined mobility of the population, reduce the use of passenger cars, reduce the need to build new roads, and take full advantage of the PUPT system. This paper presents the traffic demand management tools by which these effects can be achieved.

The Republic of Srpska implemented three procedures provided by the Directive 2008/96/EC, namely:... more The Republic of Srpska implemented three procedures provided by the Directive 2008/96/EC, namely: road safety audit for infrastructure projects (Road Safety Audit, RSA), road safety impact assessment (Road Safety Assessment RSI), as well as the procedures of identifying, ranking and remedying and black spots management (BSM). This paper presents a concrete road safety inspection of intersection on the primary road (major road) M4 in the place Vrbanja near Banja Luka. The said intersection is where the major road and access road to newly constructed cemetery in Banjaluka intersect. After the inspection, the Public Company “Republic of Srpska Motorways“ as road administration implemented some recommendations from the final Report on road safety inspection in order to improve these procedures. Also, an analysis was carried out to identify the conditions before and after the audit and partial implementation of recommendations.
