Elektrikli skuterlerin son yıllarda dünyada en sık kullanılan mikro-mobilite araçlarından biri ol... more Elektrikli skuterlerin son yıllarda dünyada en sık kullanılan mikro-mobilite araçlarından biri olması, kentsel alanda kullanımı kapsamında uygun mevzuat arayışını beraberinde getirmiştir. Her geçen gün artan araç sahipliliğinin doğurduğu hava kirliliği doğayı hızla tahrip ederken, büyük kentlerde trafik yoğunluğu problemi oluşmuştur. Bu ve diğer sebepler kentli için mikro-mobilite araçlarını cazip kılmıştır. Günümüzde skutere yatırım yapan şirketlerin politikaları, cep uygulamalarla sunmuş oldukları kolaylıklar, paylaşımlı e-skuterlerin hızlı erişim imkânı sunması, ulaşılabilir olması, ucuz ve farklı yapılara sahip yollarda (araç, bisiklet, kaldırım vs.) kullanılma imkânı sunması skuteri en çok tercih edilen mikro-mobilite aracı konumuna taşımıştır. Skuterlerin elektronik yapıları akıllı ulaşım sistemlerinin gelecekteki en büyük hedeflerinden olan türler arası entegrasyon konusunda hızlı şekilde uyum sağlama imkânı sunmaktadır. Ülkemizde ve dünyanın birçok kentinde bir ulaşım aracı olarak kabul edilen e-skuter için bir takım yasal düzenlemeler geliştirilmiştir. Bu çalışmada Türkiye, Almanya, Japonya, ABD ve Avustralya'daki yasal düzenlemeler incelenmiş ve bir kıyaslama tablosu oluşturulmuştur. Bu araştırmada e-skuterlerin kentsel mekâna dağılımları ve bu yeni ulaşım türünün şehir planlamasındaki yeri üzerine değerlendirmeler yapılmıştır.

Türlü tehlikeler, can ve mal güvenliğinin sağlanması hususunda çağlar boyunca insanları mekânsal arayışlara zorunlu kılmıştır. Mimari bilim ve sanat dalı olarak bu arayışlara yanıt verecek çözümler geliştirmiştir. Konunun evrensel çerçevesi nedeniyle hangi savunma ve sığınma tekniğinin tam olarak ne zaman kullanıldığını saptamak mümkün değildir. Ancak araştırmalar üzerinden genel kanılara ulaşmak mümkündür. Bu araştırma kapsamında tarih çağlarında savunma ve sığınma yapıları analiz edilmeye çalışılmış, Yakın Çağ’da savaşların mimari üzerindeki etkileri irdelenmiş, Dünya’da ve Türkiye’deki güncel yaklaşımlara değinilmiştir. İnsanlık var olduğu müddetçe, tehlikeler de var olmaya devam edecektir. Bu nedenle geçmiş anlayışların ve mevcut durumun tespiti önem taşımaktadır.

The Use of Geographic Information Systems in Preventing Illegal Excavations for the Destruction of Cultural Heritage

Accessibility between illegal excavation sites that destroy cultural assets and gendarmerie stati... more Accessibility between illegal excavation sites that destroy cultural assets and gendarmerie stations responsible for public order and security is an issue that has not been studied until now. Geographic Information Systems are widely used in archaeological studies, but only for certain analyses. There are difficulties in obtaining data for archaeological studies focused on conservation and accessibility. The study area was determined as the provincial border of Antalya and 286 illegal excavations identified between January 2015 and May 2021 were reproduced by assigning random points in a unique frame. The current situation was examined using two different scales and the system was tested. Illegal excavation sites were matched with the closest 54 gendarmerie stations. The system efficiency was examined by calculating the time and distance costs of these routes. It is thought that measures can be taken against illegal excavations by increasing the accessibility of the gendarmerie station with the use of GIS. With the spatial analysis techniques used in the study, the areas where there is a lack of stations and the ways to be improved were determined.

Doğa olaylarının afet şeklini alması insanların oluşturduğu sistemlerin bir sonucudur. Bu sisteml... more Doğa olaylarının afet şeklini alması insanların oluşturduğu sistemlerin bir sonucudur. Bu sistemlerin devamlılığını ya da sürekliliğini sağlayan ise, tabi oldukları yasal dayanaklar ve yönetmeliklerdir. İlgili mevzuat çerçevesinde tanımlanan kurallar da, zaman içerisinde teknoloji ve ihtiyaçlar doğrultusunda değişirler. Türkiye'de afet zararlarını azaltma çalışmalarına yönelik ilgili yasa ve yönetmeliklerde yapılan değişimler hep yaşanan afetler, talihsiz olaylar ve tecrübeler sonrası gerçekleşmiştir. Cumhuriyet tarihimizde 1939 Erzincan Depremi ile başlayan depremlerin neden olduğu zararları azaltılma çalışmaları bugün dahi istenilen düzeye erişememiştir. Hatta 1999 Marmara depremine kadar yapılmış çalışmaların çoğunun afet sonrası oluşan zararların giderilmesi yönünde olduğu gözlenmektedir. Bu bağlamda, yaşanan 1999 Marmara depremi sonrası, Türkiye'de afet zararlarını azaltma çalışmalarına yönelik denetim ve mevzuat yetersizlikleri sorgulanır hale gelmiştir. Oluşturulan yeni gündem neticesinde, TÜBİTAK ve çeşitli üniversitelerin de katıldığı "proje odaklı" uygulamaya dönük bir dönem başlamıştır. Bu çalışmada, Osmanlı döneminden günümüze kadar geçen süreçte, ülkemizde yürürlüğe girmiş yasal düzenlemeler kapsamında yapılan uygulamalarla birlikte ne tür sorunlar ile karşılaşıldığı ve çözüm önerilerine yönelik genel bir değerlendirme yapılmıştır. Ayrıca bugün halen yürürlükte olan "6306 sayılı Afet Riski Altındaki Alanların Dönüştürülmesi Hakkında Kanunun" işleyişi eleştirel bir bakış açısı ile incelenmiştir.

Re-functionalization of the historical buildings, which have completed their service life, but no... more Re-functionalization of the historical buildings, which have completed their service life, but not the structural functions, is done from the past till now at all times. In the past it is seen that tissues of cities changes in time, apart from the natural disasters and wars. Until the industrial revolution it is possible to state that demolition of the buildings by people is nearly not an evident issue. However, this situation has changed in our day, in case of the provision of the economic viability; construction of new buildings instead of the demolished old buildings has become very common. In Turkey; beyond the refunctionalization of preserved historical buildings, this approach covers quite small place inside the whole construction sector.The churches that viewed in the study were chosen as preserved or probable preserved building group. East Black Sea Region is, in the history of Anatolia, the reason why it is affected by the different Christian civilizations of Greek, Armenian and Georgian, a unique place in terms of church architecture. The churches that were constructed by influencing each other from the early Christian Period till the Modern Age, after wars, migrations, and exchanges, have largely lost their congregations. In the study, 169 church structures that have been found to be able to survive today were examined in site, the present conditions were recorded and the possibilities of re-functioning were investigated. It is aimed to construct a base for the further studies and create awareness about the building stock that does not exist in the literature wholly, regarding to their significance in terms of the tourism and history of the region and Turkey.

Throughout history, these expenses have been met sometimes with the state budget, sometimes through waqfs and associations, and sometimes with the cash aid provided by the people directly in Turkey. Adding a commercial function to the mosque, which was built for the sake of continuous income, has been seen in the history of Turkey since the Ottoman period. However, the commercial units dedicated to the mosque during this period were not always close to the mosque; sometimes they could also be located in very remote location. The majority of the population living in big cities are at high seismic risk due to insufficient structural resistance of the existing buildings. Such a seismic risk brings the need for a comprehensive seismic evaluation based on the risk analysis in Turkey. Determining the seismic resistance level of existing building stock against the earthquakes is the first step to reduce the damages in a possible earthquake. Recently in January 2020, the Elazig earthquake brought the importance of the issue again in the public. However, the excessive amount of building stock, labor, and resource problems made the implementation phase almost impossible and revealed the necessity to carry out alternative studies on this issue. This study aims for a detailed investigation of residential buildings in Antalya, Turkey. The approach proposed here can be considered an improved state of building survey methods previously identified in Turkey's Design Code. Antalya, Turkey's fifth most populous city, with a population over 2.5 Million, was investigated as divided into sub-regions to understand the vulnerability, and a threshold value found for the study area. In this study, 26,610 reinforced concrete buildings between 1 to 7 stories in Antalya were examined by using the rapid visual assessment method. A specific threshold value for the city of Antalya was determined with the second level examination and statistical methods carried out in the determined sub-region. With the micro zonation process, regions below the threshold value are defined as the priority areas that need to be examined in detail. The developed methodology can be easily calibrated for application in other cities and can be used to determine new threshold values for those cities.

In Turkey, local traditional structures are structures that can be produced easily in place and materials are being used wisely. These houses which are used renewable natural materials carries a lot of features of the sustainable approach. Traditional structures have been shaped by the region where they are, because of the necessity. In this study, materials and construction systems of the traditional buildings which are located in rural areas are discussed and the buildings have been evaluated the context of ecology and sustainability.

A... more The Mevlevism order was established in the Seljuk period in Anatolia in the thirteenth century. After the death of Mevlana Celaleddin-i Rumi, his son Sultan Veled systemized his father's thoughts and created his own rules and brought the rituals to a ceremony in the form of sema ceremonies. Sultan Veled gave the name “Mevlevism” to his sect and was called “Mevlevihan” to his Dervish Houses. Nearly 140 Mevlevihane building was established in a wide geography which its east is in Tabriz (Iran), west is in Pecu (Hungary), north is in Gözleve (Ukraine), South is in Cairo (Egypt) and Mecca in Saudi Arabia. Nearly 80 of these Dervish Houses remained in the Republic of Turkey. After the declaration of Turkish Republic, these Dervish Houses were closed in 1925 by the law of “closure Tekkes and Zaviyes”, no. 677. Türlü tehlikeler, can ve mal güvenliğinin sağlanması hususunda çağlar boyunca insanları mekânsal arayışlara zorunlu kılmıştır. Mimari bilim ve sanat dalı olarak bu arayışlara yanıt verecek çözümler geliştirmiştir. Antik Çağ’dan beri yaşamın devamlılığı için tehdit olarak görülen tehlikeler ve onlara karşı koymak için geliştirilen sığınma ve savunma yapıları, azalmamış artarak çeşitlenmiştir. Malzeme ve yapı teknolojisindeki gelişmeler bu yapıların tasarımına da etki etmiştir. Sosyal, politik ve ekonomik koşullar da onları biçimlenmişlerdir. Konunun evrensel çerçevesi nedeniyle hangi savunma ve sığınma tekniğinin tam olarak ne zaman kullanıldığını saptamak mümkün değildir. Ancak araştırmalar üzerinden genel kanılara ulaşmak mümkündür. Bu araştırma kapsamında tarih çağlarında savunma ve sığınma yapıları analiz edilmeye çalışılmış, Yakın Çağ’da savaşların mimari üzerindeki etkileri irdelenmiş, Dünya’da ve Türkiye’deki güncel yaklaşımlara değinilmiştir. İnsanlık var olduğu müddetçe, tehlikeler de var olmaya devam edecektir. Bu nedenle geçmiş anlayışların ve mevcut durumun tespiti önem taşımaktadır.

The Use of Geographic Information Systems in Preventing Illegal Excavations for the Destruction of Cultural Heritage

Geographic Information Systems are widely used in archaeological studies, but only for certain analyses. There are difficulties in obtaining data for archaeological studies focused on conservation and accessibility. The study area was determined as the provincial border of Antalya and 286 illegal excavations identified between January 2015 and May 2021 were reproduced by assigning random points in a unique frame. The current situation was examined using two different scales and the system was tested. Illegal excavation sites were matched with the closest 54 gendarmerie stations. The system efficiency was examined by calculating the time and distance costs of these routes. It is thought that measures can be taken against illegal excavations by increasing the accessibility of the gendarmerie station with the use of GIS. With the spatial analysis techniques used in the study, the areas where there is a lack of stations and the ways to be improved were determined.

Bu sistemlerin devamlılığını ya da sürekliliğini sağlayan ise, tabi oldukları yasal dayanaklar ve yönetmeliklerdir. İlgili mevzuat çerçevesinde tanımlanan kurallar da, zaman içerisinde teknoloji ve ihtiyaçlar doğrultusunda değişirler. Türkiye'de afet zararlarını azaltma çalışmalarına yönelik ilgili yasa ve yönetmeliklerde yapılan değişimler hep yaşanan afetler, talihsiz olaylar ve tecrübeler sonrası gerçekleşmiştir. Cumhuriyet tarihimizde 1939 Erzincan Depremi ile başlayan depremlerin neden olduğu zararları azaltılma çalışmaları bugün dahi istenilen düzeye erişememiştir. Hatta 1999 Marmara depremine kadar yapılmış çalışmaların çoğunun afet sonrası oluşan zararların giderilmesi yönünde olduğu gözlenmektedir. Bu bağlamda, yaşanan 1999 Marmara depremi sonrası, Türkiye'de afet zararlarını azaltma çalışmalarına yönelik denetim ve mevzuat yetersizlikleri sorgulanır hale gelmiştir. Oluşturulan yeni gündem neticesinde, TÜBİTAK ve çeşitli üniversitelerin de katıldığı "proje odaklı" uygulamaya dönük bir dönem başlamıştır. Bu çalışmada, Osmanlı döneminden günümüze kadar geçen süreçte, ülkemizde yürürlüğe girmiş yasal düzenlemeler kapsamında yapılan uygulamalarla birlikte ne tür sorunlar ile karşılaşıldığı ve çözüm önerilerine yönelik genel bir değerlendirme yapılmıştır. Ayrıca bugün halen yürürlükte olan "6306 sayılı Afet Riski Altındaki Alanların Dönüştürülmesi Hakkında Kanunun" işleyişi eleştirel bir bakış açısı ile incelenmiştir.

Re-functionalization of the historical buildings, which have completed their service life, but no... more Re-functionalization of the historical buildings, which have completed their service life, but not the structural functions, is done from the past till now at all times. In the past it is seen that tissues of cities changes in time, apart from the natural disasters and wars. Until the industrial revolution it is possible to state that demolition of the buildings by people is nearly not an evident issue. However, this situation has changed in our day, in case of the provision of the economic viability; construction of new buildings instead of the demolished old buildings has become very common. In Turkey; beyond the refunctionalization of preserved historical buildings, this approach covers quite small place inside the whole construction sector.The churches that viewed in the study were chosen as preserved or probable preserved building group. East Black Sea Region is, in the history of Anatolia, the reason why it is affected by the different Christian civilizations of Greek, Armenian and Georgian, a unique place in terms of church architecture. The churches that were constructed by influencing each other from the early Christian Period till the Modern Age, after wars, migrations, and exchanges, have largely lost their congregations. In the study, 169 church structures that have been found to be able to survive today were examined in site, the present conditions were recorded and the possibilities of re-functioning were investigated. It is aimed to construct a base for the further studies and create awareness about the building stock that does not exist in the literature wholly, regarding to their significance in terms of the tourism and history of the region and Turkey.

Throughout history, these expenses have been met sometimes with the state budget, sometimes through waqfs and associations, and sometimes with the cash aid provided by the people directly in Turkey. Adding a commercial function to the mosque, which was built for the sake of continuous income, has been seen in the history of Turkey since the Ottoman period. The majority of the population living in big cities are at high seismic risk due to insufficient structural resistance of the existing buildings. Such a seismic risk brings the need for a comprehensive seismic evaluation based on the risk analysis in Turkey. Determining the seismic resistance level of existing building stock against the earthquakes is the first step to reduce the damages in a possible earthquake. Recently in January 2020, the Elazig earthquake brought the importance of the issue again in the public. However, the excessive amount of building stock, labor, and resource problems made the implementation phase almost impossible and revealed the necessity to carry out alternative studies on this issue. This study aims for a detailed investigation of residential buildings in Antalya, Turkey. The approach proposed here can be considered an improved state of building survey methods previously identified in Turkey's Design Code. Antalya, Turkey's fifth most populous city, with a population over 2.5 Million, was investigated as divided into sub-regions to understand the vulnerability, and a threshold value found for the study area. In this study, 26,610 reinforced concrete buildings between 1 to 7 stories in Antalya were examined by using the rapid visual assessment method. A specific threshold value for the city of Antalya was determined with the second level examination and statistical methods carried out in the determined sub-region. With the micro zonation process, regions below the threshold value are defined as the priority areas that need to be examined in detail. The developed methodology can be easily calibrated for application in other cities and can be used to determine new threshold values for those cities.

In Turkey, local traditional structures are structures that can be produced easily in place and materials are being used wisely. These houses which are used renewable natural materials carries a lot of features of the sustainable approach. Traditional structures have been shaped by the region where they are, because of the necessity. In this study, materials and construction systems of the traditional buildings which are located in rural areas are discussed and the buildings have been evaluated the context of ecology and sustainability.

A... more The Mevlevism order was established in the Seljuk period in Anatolia in the thirteenth century. After the death of Mevlana Celaleddin-i Rumi, his son Sultan Veled systemized his father's thoughts and created his own rules and brought the rituals to a ceremony in the form of sema ceremonies. Sultan Veled gave the name “Mevlevism” to his sect and was called “Mevlevihan” to his Dervish Houses. Nearly 140 Mevlevihane building was established in a wide geography which its east is in Tabriz (Iran), west is in Pecu (Hungary), north is in Gözleve (Ukraine), South is in Cairo (Egypt) and Mecca in Saudi Arabia. Nearly 80 of these Dervish Houses remained in the Republic of Turkey. After the declaration of Turkish Republic, these Dervish Houses were closed in 1925 by the law of “closure Tekkes and Zaviyes”, no. 677.
