Of which, volunteering and service learning are believed to be an excellent means for accomplishing such goals. However, whether or not HEIs in developing countries like Ethiopia are able to materialize their social responsibility through such activities like student volunteerism, and their role in developing the active society was least explored. As a result, this study was planned to take place with a major objective to explore the integration of Service Learning in HEIs and Services in communities with a special focus to the cases of 2018 Summer Youth Voluntarism in Amhara Region of Ethiopia. Sustained growth of the Ethiopian economy has created demand for construction work, yet despite the labour demand and engineering graduates seeking employment, employers identify skills gaps hindering their ability to employ them. The study uses key informant interviews with engineering graduates, lecturers, and private sector employers, and document analysis to collect data on the skills gaps and mismatches. The article argues that, while skills gaps are largely caused by poor design of the higher education curriculum and corrupted recruitment practices, the precarious nature of the construction sector and macroeconomic instability limit graduate employment even further. It suggests that education providers work collaboratively with employers to make the curriculum fit for purpose, and that government both makes more realistic and long-term plans for the construction sector, and increases university funding, with an emphasis on quality and practice-focused graduate teaching and learning experiences.

Reshaping Ethiopia’s Higher Education Curriculum to Tackle Youth Unemployment, 2018

As part of the country's Growth and Transformation Plans (GTPs) unprecedented efforts have been made to grow the university sector, particularly science and technology degrees, which has resulted in an increase in engineering graduates. However, universities produce graduates equipped with theoretical knowledge but often lacking the practical skills that employers look for. The mismatch between the theoretical skills gained in higher education and the practical skills needed by the private construction sector means that engineering graduates often end up unemployed or underemployed. The evaluation of GTP II and the creation of GTP III from 2020 are key opportunities to revise the higher education curriculum in collaboration with the private sector to make it fit for purpose and reduce graduate unemployment.
